Özet

ÖZET Zonguldak merkez ilköğretim okullarındaki öğretmenlerin okul yönetimlerince alman kararlara katılabilme derecelerinin değerlendirilmesi amacıyla yapılan bu araştırmada: Araştırma kapsamına Zonguldak Merkez İlçeye bağlı 16 ilköğretim okulunda görev yapan toplam 485 öğretmenin tamamı alınmıştır. Araştırma kapsamına alman öğretmenlerden ankete katılma oram % 84.2 olarak gerçekleşmiştir. Bu araştırmada okul yöneticilerince okullarının yönetilmesinde almaları gereken; eğitim, öğretim ve okul işletmesi ile ilgili kararlarla, öğretmenlerin okul yönetiminde kararlara katılmaları hakkındaki kişisel düşünceleri, araştırmanın alt problemlerini oluşturmaktadır. Her alt problem için beş soru olmak üzere yirmi soru hazırlanılarak, bu yirmi soruda öğretmenlerin okul yönetimlerince alman kararlara katılabilme dereceleri değerlendirilmiştir. Öğretmenlerin okul yönetimlerince alman yönetimle ilgili kararlara ilişkin bulgularının değerlendirilmesi sonucunda: Yıllık çalışma programının hazırlanması ile ilgili kararlara“çokaz”, Zümre, sınıf öğretmenleri toplantıları ve ders kitaplarıyla araç gereçlerinin seçilmesine ilişkin kararlara“kısmen”, öğretimle ilgili problemleri saptama ve okul-sınıf kitaplıklarının oluşturulması ile ilgili kararlara“bazen”katılabildikleri. Eğitimle ilgili kararlara katılabilme derecelerinin değerlendirilmesi sonucunda: Rehberlik hizmetleri, disiplin kurulu, eğitim etkinliğini sağlamak için yapılacak öğretmenler kurulu toplantıları, kültür ve sportif etkinliklerinin planlanması ile ilgili kararlara“bazen”Koruma derneği, okul ailebirliği vekooperatif kurulması ile ilgili kararlara“çokaz”, Törenler, belirli gün ve haftalarla eğitici kolların yürütülmesine ilişkin kararlara“kısmen”katıldıkları. Okul işletmesi ile ilgili kararlara katılabilme derecelerinin değerlendirilmesi sonucunda: Okul donatım, bakım ve onarım işlerinin yapılması, yangından korunma ve sivil savunma tedbirleriyle, okul bahçesinin, tesislerinin kullanılmasına ilişkin kararlara“bazen”, okul bütçe ve gelirlerinin saptanması ile kullanılmasına ilişkin kararlara“çok az”velilerle iyi ilişkiler kurma ve çevre olanaklarından okullarının yararlanmasına yönelik kararlara“kısmen”katılabildikleri. öğretmenlerin okul yönetimine katılmaları hakkındaki kişisel düşüncelerinin değerlendirilmesi sonucunda da: Yönetimce alınacak kararlara katılmanın yararına“büyük ölçüde”inandıkları, okul yönetimlerince alman kararlara çoğunluğun“kısmen”katılabildiği, Bugünkü ilköğretim mevzuatının“çok az”yönetime katılmayı sağladığı, okul yönetimince alınan kararlan“bazen”doğru bulduklarını ve bu kararlan“kısmen”kendi aralarında eleştir dikleri, anlaşılmaktadır. Araştırmada“hiç”ve“çok az”seçenekleri kararlara katılmakta yeter sizlik olarak yorumlanırken,“bazen”“kısmen”ve“büyük ölçüde”seçenekleri, öğretmenlerin kararlara katılmalarında yeterlilik ifadesi olarak değerlen dirilmiştir. Öğretmenlerin okul yönetimince alman kararlara yeterince katılabilmelerinin sağlanması için; yürürlükteki yasalarda, düzenlemelerin yapılması, okul yöneticilerinin ve öğretmenlerin bu konuda bilgilendirilmesi,okul yönetim sisteminde değişikliğe gidilmesi, öğretmenlerin okul yönetimlerince alman kararlara katılmalarında, katılımı sağlayıcı etkenler olarak düşünülmektedir.

SUMMARY The aim of the this research was evaluated the teachers frequency degree of the participation to school administiration's decisions. And It was made in sixteen (16) primary education schools wich depend on center of Zonguldak. All of the teachers, who work these 16 schools, were taken to this research. Total number of the teachers were 485. And participation rate of the teachers to this research was 84%. The decisions of school managers; about education instruction and school managing, wich need school administration and teachers individual opinions about the participation to school administiration's decisions were sub-problems of the this study. There were five questions in every sub- problem and total twenty questions were preperated. Teacher edaquency of the participation to school administration was searched in these twenty questions. As a result of evaluation of the inventions about participation of the teachers to school administration's decisions which relevant with instrustion; it was found that, teachers could participate“little”to decisions asout preparing annual working programmes. They could participate“partly”to the selection of the text-books and the selection of the necessery things that need at school or in classes. Also they could participate“partly”relavant with class teachers and group meeting decisions. Furthermore, they could participate“sometimes”to the decisions about forming of school and class bookcases and the determination of the instruction problems. On the otherhand, as a conclusion of evaluating participation rate to the IVeducational decisions; It was found that the teachers could participate“sometimes”to the decisions wich related to the quidance center, the committe of discipline and planning of cultural and sports activities. Also they could participate^'sometimes“ to the decisions about the meetings of the teachers committiee which are made providing educational action. In addition to the these inventions, it was found that the teachers could participate ”little-“ to the decisions, which concern with the protection assocration and the setting up the cooperative. And they could participate ”partly“ to the decisions about ceromonies, celebration of the some days and weeks, and the carrying out educational arms. As a result of the evaluation of the participation rate to the decisions about school managing, it was found that teachers could participate ”sometimes“ to the decisions that related to caring and repealing works in the school, protection of the fire, and taking measures about civil defence. And also, they could participate ”sometimes“ to the using of school instrtions and garden. Moreover, they could participate ”little“ to the decisions that relavant with how to use and how to fix of school income and budget. And they could participate ”partly“ to the decisions about how to establish good relations with guardians of the childrend and how to benefit from opportunities of the surroundings for their schools. As a conclusion of the evaluation, the teacher's individual opinions about to participation to school administration; it was found that the teachers believe ”on a large scale“, usefullness of the participation to school administration's decisions. Howewer, majority of the teachers could participate, ”partly“, to the decisions of the school administrations. And also, under present conditions, the laws of the primary education schools are provided ”little“ participation to the administration. In addition to these, the vschool adminstration's decisions have been found ”sometimes“ true and these decisions have been critized ”partly“ among the teachers. In the research, attematives of ”never“ and ”little“ have been interpreted as a insufficiency but atternatives of ”partly“ and ”on a large scale" has been evaluated as a sufficiency about the teachers participation to the decisions. In order to provide more sufficient participation, of the teachers, to the schools administiration's decisions; firstly the lows of the primary education schools must be rearranged. Secondly, school managers and teachers must inform about this subject, Thirdly some changing must be done in school administration systems Finally, according to the result of inventions, It propesed that, these suggestions may be increased the participation rate of the teachers to school administration decisions.
