Özet
Demokrat Parti Dönemi Giresun eğitimini Tek Partili döneme göre ne durumda olduğunu örgün ve yaygın eğitim kurumları açısından karşılaştırdım. Nitel ve nicel veri toplama, analiz, kaynak tarama metodları kullanılmıştır. Milli Eğitim İstatistikleri, yerel basından dönemin Işık Gazetesi tezimizin konusuna ışık tutmuştur Köy Enstitüleri kanununda yapılan değişiklikler ve daha sonra Köy Enstitülerinin kaldırılması, ülke genelinde olduğu gibi Giresun'da da ilköğretimde okul ve öğretmen sıkıntısına yol açmıştır. 1952'de öğretmen okullarının süresinin 6 yıla çıkarılması okul ve öğretmen sayılarında azalmaya neden olmuştur. Bilhassa mecburi hizmetle yükümlü bulunan bayan öğretmenlerin köy hayatına uyum sağlayamayıp istifa etmeleri de okulların öğretmen ihtiyacını artırmıştır. Hükümet okullarda artan öğretmen ihtiyacını karşılamak için vekil ve muavin öğretmenlik kursları açmış ve ücretli öğretmenlik sistemine geçilmiştir. Köy halkının okul inşatıyla alakalı her türlü mükellefiyetin kaldırılması, inşa levazımı fiyatlarının da yüksekliği ilkokulların maliyetini artırdığından bu dönemde Halkevleri ve Rumlardan kalma eski evler de okula dönüştürülmüştür. İlimizin bir irfan yuvası haline gelmesinde, Giresun milletvekillerinin vali ve kaymakamların, yerel basının sanata ve öğretmenlik mesleğine büyük hevesi olan halkımızın büyük katkıları olmuştur. Talebesinin yüzde seksen beşini köylü çocuklarının teşkil ettiği bir okulumuzun perişanlıktan kurtarılmasında Giresun'a gelen Adnan Menderes'in temennileri kabul etmesi Giresunluları sevindirmiştir.

I compared the situation of education in Giresun during Democrat Party period with the single party period considering formal and nan-formal education. Qualitive and Quantitative data collection, analyzing, literature review methods has been used. National Education Statistics and Işık Newspaper from local Press threw light on my thesis subject. Amendments to the village institutes law and later, removol of village institutes caused school and teacher shortages in primary education in Giresun as in the whole country. In 1952 Raisig the period of study to six years in teacher schools caused a shortages in the number of schools and teacher. Besides resigning of schoolmarms who was responsible for obligatoy service because of their inability to adapting village life raised the teacher requriments in schools. To meet the teacher need, the government opened substitute teacher courses and moved in to paid teacher system. Lifting up village people's responsibilities on building schools, rising the price of building supplies increased the cost of schools so community centers and old houses of Rums turned into schools. Deputies of Giresun, governers, district governers, local press, citizens who were interested in art and teaching contributed to our city's science and culture. Giresun people were satisfied when Adnan Menderes accepted the wishes abount a school where there were students coming from villages at the rate of %85 and it got rid of misery.
