ABSTRACT It is discussed for a very long time about the Central and Local Government System in Turkey. It has to be discussed. Because Turkey and Turkish People want to develop immediately. The system -what it is now- stops that aim to be done. On the other hand Turkish Government insists to be a member of the EEC. If Turkey is going to be a member of the EEC, the governmental system has to be reorganized. Because Turkish Governmental system has to be similar with other EEC Country's system. I am interested in that subject very much because of my job. I have lots of experience about my job. I've seen what's going wrong with the system. I strongly believe that;“Turkish Government System”has to be reorganized in a very short time. Otherwise, Turkey will never get it's aim. After I've started to study MD (Master Degree) at Kütahya Dumlupmar University, I've decided to study about this subject. Because that subject is very important for the future of Turkey. I hope and wish everything will be best for Turkey and Turkish people.
