Özet
ÖZET“Yerel Yönetimlerin Geliştirilmesi”ve“Çevre Sorunları”, ülkemiz gündeminde en çok sözü edilen konular arasında yer almaktadır. 2000'li yıllara girmemize birkaç yıl kala, ülke nüfusumuzun yaklaşık %70'lik bölümü kentlerde yaşamaktadır. Özellikle, 1970'li yıllarda başlayan ve hızla artan kentleşme hareketine karşı, yerel yönetimlerimizin uyum gösterememesi nedeniyle günümüzdeki kentleşme sorunları yoğun biçimde yaşanır hale gelmiştir. Yerel yönetimlerimizde görülen idari, mali, siyasi sorunlar nedeniyle, kentsel hizmetler yeterli düzeyde sunulamamakta ancak kentsel büyümenin beraberinde yerel hizmetlerde de talep artışı ve çeşitliliği gözlenmektedir. Yerel yönetim hizmetlerinin etkin ve verimli sunulabilmesi için, yerel yönetimlerin geliştirilmesi zorunlu hale gelmiştir. Bu nedenle merkezi yönetim ile yerel yönetimler arasındaki ilişkiler incelenmeye ve tartışılmaya başlanmıştır. Yerel yönetimlerin güçlendirilmesi ile sunulacak hizmetlerin kalitesi, etkinliği artırılabilecek, kamunun ağır işleyen mekanizmasının yerini özel sektörün dinamik, güçlü ve verimli çalışma mekanizması alacaklar. Yerel yönetimleri, özel sektör, gönüllü kurum-kuruluşiar v.b ile ulusal veya uluslararası alanda işbirliği yapmasına olanak veren alternatif hizmet sunma yöntemlerini kullanabilir duruma getirecektir. Yerel yönetimlerce sunulacak hizmetlerin çoğunda çevre ile doğrudan ilişki söz konusudur. Başta büyükşehirlerimiz olmak üzere, ülkemizde tüm yerel yönetimlerde özellikle katı atık sorunu, hava-su-toprak kirliliği, kanalizasyon sorunu gibi sorunlarla mücadele edilmektedir. Bu çalışmanın amacı, ortaya çıkan çevresel sorunların çözümünde, yerel yönetim faaliyetlerindeki maliyet, kalite ve etkinlik açısından uygun olabilecek yöntemlerin, uygulama örnekleriyle karşılaştırmasının yapılmasıdır. Birinci bölümde genel olarak çevre ve sorunları hakkında bilgilere, ikinci bölümde yerel yönetimler ve çevre sorunlarına yönelik hizmet sunmada alternatif yöntemlere, üçüncü bölümde ise; alternatif hizmet sunma yöntemlerinin karşılaştırmalı uygulama örneklerine ve yerel yönetimleri çevre sorunlarına ilişkin anket çalışmasına yer verilmiştir.. ABSTRACT“Local goverments and Their development”and“Environment problems”are found in the most known subjects. During the last years before 2000 s, about 70 percent of our population in Turkey live in cities. Since our local governments do not adapt themselves into urbanization movements which started in 1970 s especially and developed rapidly, we face lots of urbanization problems today. Urban servicies cannot be presented sufficient enough and an increasing demand and varieties of local services are observed with urban growth as a result of admirristrative, financial and political problems in our local goverments. there are some obligations in the development of local goverments for Their efficient and effective services. Hense, the relations between central and local governments are started to be examined and negotiated. The quality and effectiveness of servicies will be increased by making the local goverments more stronger, thus the inefficiency in delivery of public services will replace with dynamic, strong and efficient delivery of services, as private sector operates and alternative services methods can be applied, which they make possible the coorperation of local government with the private sector, voluntary associations and institutions, national and international organisations. There is a direct relationship between the environment and the local servicies. All local governments in our country, especially the ones in the big cities, struggle with solid waste, air-water-land pullution and drainage problems. The aim of this study is, with the help of appilication sample, to make a comparison of the methods which are used in the local government activities for the solution of the environmental problems arisen and can be appropriate in term of cost, quality and effectiveness. In the first part of this study; the general information about the environment and is problems in the second; local goverments and their providing methods of the services for environmental problems, in the third; a questionaive work about environmental problems of local governments and the application samples of alternative service methods.
