Özet
Bu çalışma İstanbul'un en eski yerleşim yerlerinden biri olan konumu ve yapılaşması itibariyle kentsel dönüşümün hızla yayıldığı Fikirtepe Mahallesi üzerinde odaklanmıştır. Bu araştırmada kentsel dönüşüm ve kentsel yenileme ile kentsel dönüşümün sosyal dışlanma üzerindeki etkisi ele alınmıştır. Genel olarak Fikirtepe mahallesinde kentsel dönüşüm projelerinin mahalle sakinleri üzerindeki olumlu ve olumsuz etkileri üzerinde durulmuştur. Araştırmacı tarafından hazırlanan yarı yapılandırılmış anket soruları Fikirtepe Mahallesi'nde yaşayan kişilerde uygulanmış; kentsel dönüşümün mahalle sakinlerinin yaşamlarındaki olumlu ve olumsuz etkileri üzerinde durulmuştur. Verilen cevaplara bağlı olarak sosyo-kültürel, mekânsal ve fiziksel değişimler de ele alınarak sosyal dışlanmaya etkisi anlaşılmaya çalışılmıştır. Çalışmada ilk olarak kentsel dönüşüme ilişkin yaklaşımlar ve tartışmalar ele alınmış; kentsel dönüşüm kavramı, tarihsel gelişimi, modelleri ve kentsel dönüşüm yöntemleri hakkında bilgiler verilmiştir. Devamında gecekondulaşma kavramı, tarihsel süreci, sosyal dışlanma kavramı, nedenleri, araştırma konusunu oluşturan Fikirtepe Mahallesi ile ilgili bilgilerle birlikte kentsel dönüşüm olgusuna ve araştırmanın yöntemine yer verilmiştir. Araştırmanın bulgu ve yorumları kentsel dönüşüm kapsamında sosyal dışlanma süreci ve etkileri hakkında ulaşılan bilgiler tartışılmıştır.

This study focused on the Fikirtepe Quarter, which is one of the oldest settlements in Istanbul, and where the urban transformation has spread rapidly due to its location and housing structure. In this research, the issues of urban transformation and urban renewal and the impacts of urban transformation on social exclusion were examined. In General, the positive and negative effects of the urban transformation projects in Fikirtepe Quarter on the neighborhood residents were discussed. The semi-structured survey questionnaires prepared by the researcher were applied to the people living in Fikirtepe Quarter, and the positive and negative effects of the urban transformation on the lives of the residents of the neighborhood were examined. Depending on the answers given, the impacts of socio-cultural, spatial and physical changes on social exclusion were tried to be figured out. In the study, firstly the approaches and discussions related to urban transformation were discussed and some information on the concept of urban transformation, historical development, models and methods of urban transformation was given. In the continuation of the study, the concept of slum and its historical process, the concept of social exclusion, its reasons, and the information about Fikirtepe Quarter, which constitutes the subject of this research, urban transformation phenomenon and the method of the research were included. In the findings and comments of the research, findings on social exclusion process and its effects within the scope of urban transformation were discussed.
