ABSTRACT Necessary basic phases for project unit were determined in order to make teaching-learning process more effective, development of project unit for the evalua tion purpose of effectiveness of developed unit by applying project development principles and methods. Based on these phases (a model of project unit) has been developed to eva luate effectiveness of this project to reach teaching aims; content, process, behaviors and values, a practical (applied) working have been done. This practical working con sists of five different scale groups; definition of needs, possibilities, project develop ment, doing (to realize) and evaluation. At the end of the application; effectiveness of reaching to purposes was observed very high. Effective teaching that is made by pro ject unit under the light of project development, which also reflects purpose and principles of educational technology was determined rather high.
