The basic aim of this study is to investigate the development of political processes shaped by ethnic-cultural divisions and their effects on political system in Cyprus. A theoretical perspective was applied to the internal aspects of Cyprus problem by considering of historical, political, social and cultural developments as leading dynamics of ethnic relations. The relationships between the two communities of Cyprus, Moslem- Turkish and Christian-Greek Cypriots, are basically classified into two clearly different stages. The first one is identified as 'social' stage, a situation in which, there is no direct interaction between ethnicity and political thinking or political action. The second is called 'political' stage in which, ethnicity and ethnic differences tend to form political concepts. The politicizing process begins to transform ethnic relations from social space into political one. 'Nationalist organization' is broadly necessary for this transformational process to be completed by which ethnic relations begin to be identified with new elements. One of the basic results of this process is that ethnic group membership tends to replace multicultural organizational membership at all level of social life. Second and third, the nationalist organization becomes dominant in“group's internal affairs,”and develops a political mechanism, often supported by secret military activity to control a definite ethnic group. This happens by rejecting the legitimacy of the existing political system and any sort of intergroup cooperation that is incompatible to 'nationalist aim.' 'Ethnic conflict' can be seen as the basic result of this process in which a definite 'cultural unit' is claimed to be a single and indispensable element of political legitimacy. During the Ottoman period and the first sixty years of British rule, ethnic relations remained in social space. The politicization waves appeared in both communities under British sovereignty from the late part of the nineteenth century up to 1940's were against the centralizing policies of colonial administration and aimed to protect 'identity' and traditional institutions and make possible political participation. In 1950's, however, ethnic organizations became centralized 'nationalist' political centers that demanded political control over their ethnic groups in the name of the 'nation.' This study finds out that, political legitimacy in the nationalist sense creates not only intergroup conflicts but also 'intragroup conflicts' which dominates political process along with ethnic conflict.
