Özet
159 SUMMARY Common Agricultural Policy, came out as a beyond national agricultural policy to replace national agricultural policies according to the principles as defined in the European Economic Community Agreement. Common Agricultural Policy is the most comprehensive and effective policy of the Community. Common Agricultural Policy which bases on common marketing arrangements and common price policy, brings together the very efficient protective measures at the same time. Common Agricultural Policy, by achieving very important development in the direction of the goals and objectives foreseen in the European Economic Community Agreement, is being the subject of continuous reform proposals due to the excess agricultural heavy financial load that urges strongly the community budget, though to the advantages it provided. As regards to Turkey which is within the goal of being a full member of the community, it is very important to know and follow-up Common Agricultural Policy. In Article 33 of the subsidiary Protocol, as it was foreseen that Turkey should take the necessary measures to conform with Common Agricultural Policy during 22 years transition period, it was deemed necessary that Turkish Agricultural Policy should be in conformity with Community's Common160 Agricultural Policy in order to realize free round visits in the field of agriculture. A conformity process that will be realized within the framework of partnership relation, does not give the possibility to take advantage the structural funds of the community and capital flow. However, even within the Community, Common Agricultural Policy is being furiously criticized and the requirement for revising this policy and other mechanism depending on this policy is being seriously emphasized. Therefore, for the conformity of Turkey with Common Agricultural Policy definitely, it is reached to a conclusion that, after Turkey's full membership into the European Community is realized, it is a matter necessary to think about. Due to the reasons stated above, taking into account that Turkey is a great agricultural country and Turkey's agriculture shows significant differences from that of the Community, the conformity with Common Agricultural Policy should be realized by echelon as regards to products and/or product groups.
