Since the post-80s era, istanbul has become an important geographical target for various neoliberal policy experiments. Notably, from the beginning of 2000s, this process shifted into high gear in terms of speed, scale and forms under the impetus of new actors, changing power dynamics and interests. However, concepts such as“urban neoliberalism”and“gentrification”, which are employed to describe the urban transformation in various Anglophone cities, are not completely adequate and relevant for comprehending Istanbul's transformation process. More specifically, this thesis contends that any explanatory framework of urban restructuring, which is formed by endless re-theorization of neoliberalism, gentrification and BIDs, can not be taken granted in the case of istanbul. For this reason, this thesis tries to explore the variegated forms of unfolding neoliberalism and gentrification by addressing two case studies and concepts: An informal business improvement district in Talimhane and state-led gentrification of istiklal Street. Mixed methods, including literatüre review, government documents, reports and newspaper analysis and semi-structured interviews, were adopted as a means of incorporating above mentioned assertions into this dissertation. Analysis and findings have affirmed how a distinct form urban re-making taking place in istanbul in two ways. Firstly, a new form of neoliberal urban governance, an informal BID, emerged without any legal framework thanks to the series of informal and piecemeal arrangements. Secondly, in the case of istiklal Street, strong and authoritarian government and urban policies enabled state-led gentrification, which is characterized by a high degree of discretionality, continuity, and lack of transparency and participation, by mobilizing ad hoc law, institutions, and mechanisms, and also by passing preservation and planning institutions and regulations. At a more general level, this thesis argues that, through their contextual pathway, particularities and heterogeneous actors; planetary urbanization unfolds differently in different localities. While the dissertation offers some answers to questions of“how”,“in which ways and forms”neoliberalism is transforming istanbul, it also seeks to make an empirical and conceptual contribution to critical studies on urban neoliberalism and gentrification.
