Özet
Sanayi devrimi sonrasında dünyada belirli merkezlerde yoğunlaşan makineleşme süreciyle birlikte, bölgelerarası farklar hızla artmaya başlamıştır. Günümüzde ülkelerin ekonomik gelişimini yavaşlatan bu sorun, 1900 lü yıllarda ciddi seviyelere ulaşmış ve çeşitli sosyo-ekonomik problemlere sebep olmuştur. Bu sorunun çözümüne yönelik dünyadaki ilk çalışma 1933 yılında TVA örgütlenmesi olmuştur. Bölgelerarası farklara yönelik başarılı sonuçlar gösteren bu örnek çalışmanın ardından, İkinci Dünya Savaşı yılları sonrasında Avrupa ülkeleri de bölgesel bazlı çalışmalara yönelerek, TVA benzeri Bölgesel Kalkınma oluşumları gün yüzüne çıkmaya başlamıştır. Bu bağlamda hazırlanan çalışma, Türkiye'de Bölgesel Kalkınma Ajanslarının ulusal kalkınma planları doğrultusunda belirlediği bölgesel planlara dayanarak yapılan yatırım desteklerinin, bölgesel düzeyde Gini Katsayısı üzerinde yarattığı etkinin tespit edilmesi amacıyla ortaya çıkmıştır. Bu çalışma, Ajanslarca verilen yatırım desteklerinin, 2010 ile 2016 dönem aralığında bölgesel düzeyde gelir dağılımına etkisini test etmek amacıyla hazırlanmıştır. Bölgesel Gini Katsayı değerleri ile Ajansların yıllık proje ve faaliyet destek tutarlarının bölgesel Yatırım Destek Tutarı (YDT) olarak analize dahil edildiği çalışmada Ajans etkisi, Panel Veri Analizi dahilinde FGLS yöntemi ve çeşitli testler uygulanarak incelenmiştir. Çalışma sonucunda Türkiye'de Bölgesel Kalkınma Ajanslarının yatırım destekleri arttıkça, gelir dağılımının iyileşmesi ve Gini Katsayı değerini 0 a yaklaştırması öngörülmektedir. Bu tahmin sonuçlarının testi için; çalışmada kullanılan birimler arası ilişkinin testinde yatay kesit bağımlılığı testleri yapılmıştır. Bu testler sonucunda, birimler arası ilişkinin varlığı tespit edilmiştir. Daha sonra birimlerde heteroskedasitenin test edilmesi için modifiye edilmiş Wald Testi yapılmış, serilerde değişen varyans sorunu gözlenmiştir. Serilerde otokorelasyon sorunu ise bulunmamıştır. Çalışmanın sonucunda elde edilen bulgular tahminin istatistiki olarak anlamlı olduğunu göstermektedir. Yani BKA yatırım destekleri ile gini katsayısı arasında negatif yönlü bir ilişki vardır.

Along with the mechanization process concentrated in certain centers around the world after the Industrial Revolution, regional differences have begun to increase rapidly. The regional development disparities that have slowed the economic development of countries have reached serious levels in the 1900's and have caused various socio-economic problems. The first study in the world to solve this problem was the TVA organization in 1933. Following this case study showing successful results for regional differences, after the Second World War, European countries began to work in regional based work, and the formation of TVA-like Regional Development Agency started to come to light. The study at this context has emerged on the necessity of evaluating effect on the Gini Coefficient at the regional level of investment supports what made based regional plans which determined at line with national development plans of Regional Development Agencies in Turkey. This work was prepared to test the effect on income distribution at the regional level of ınvestment supports the Development Agencies for 2010-2016 period range. The Agency effect has been investigated with the FGLS method within the scope of Panel Data Analysis and various tests. At the result of the study is estimated the approach the value“0”of Gini Coefficient and to contribute to optimal distribution, at the case increased of investment support Regional Development Agencies in Turkey. In the test of estimation results; firstly cross section dependency between each other Regional Levels were made tests,The cross section dependency tests showed that there was an inter-unit relationship. Than later Modified Wald test is made for testing heteroskedasticity in units, varying variance problem has been observed in the series. There isn't the autocorrelation problem in the series. Findings obtained as a result of the study show that the estimation is statistically significant. In other means, at the between BKA investment support and gini coefficient was found a negative relationship.
