Özet
ÖZET inşaat sektörü, ekonomik yapı içinde önemli bir yer ve öneme sahiptir. İnşaat sektöründe, inşaat işletmeleri çok kısa bir sürede büyüyebilmekte ve batabilmektedirler. Firmaların dünden bugüne kadar gelişimleri incelendiğinde, başarısızlıkların en büyük nedenini, yönetsel zayıflıklar ve yönetim hatalarının oluşturduğu görülecektir. Bu açıklamalardan, günümüzde inşaat sektöründe ivedilikle çözülmesi gereken bir yönetim sorunu olduğu söylenebilir. Bu nedenle çalışmanın dördüncü bölümünde, yönetim kavramından, bu kavramın açıklanmasındaki yaklaşımlardan, yönetimin temel işlevlerinden ve yönetimde basan sağlanması için gözönünde tutulması gereken, inşaat sürecinin özelliklerinden bahsedilmiştir. Şantiye yöneticisinin temel gayesi, projeyi şartname, program ve bütçe sınırları içinde bitirmektir. Bu doğrultuda şantiye işletmesi felsefesi, üç kelime ile ifade edilebilir. - Planlama - Organizasyon - Kontrol Beşinci bölümde, şantiye yönetiminin temel işlevleri olan planlama, organizasyon ve kontrollük görevlerine ilişkin genel bilgi verilmiş ve gerekli öneriler sunulmuştur. Şantiyede sürdürülen faaliyetler ve sonuçlarının çeşitli değerlendirmelere olanak verecek şekilde belgelenmesi, işin verimi, maliyeti ve niteliğini olumlu yönde etkilemektedir. Etkin bir şantiye yönetimi için alman kararların doğru bir şekilde uygulanması, somut belgelere aktarılması gerekir. Belirtilen bu nedenle, altıncı bölümde şantiye teknik ve ticari bölümleri ile görevlerine genel olarak değinilmiş, bu bölümlerce kullanılması faydalı olacak belge ve rapor örnekleri listelenmiştir.Yedinci bölümde ise şantiye yönetiminin azami başarısı için gerekli olan teknik ve ticari bölümlere ilişkin rapor, belge ve dokümanların belirli bir belge düzeni içinde, birarada görülebileceği bir dosyalama modeli sunulmuştur. Bu dosyalama sistemi tamamen bilgisayar mantığına dayanmakta, sisteme sonradan alt dosyalar hatta ana dosyalar eklemek mümkün olmaktadır.

101 9. SUMMARY Construction sector has a significant place and importance in economy. In this sector construction companies may become large or go bankrupt in a very short time. Whenever firms development is examined carefully, it is obvious that the biggest reason of being unsuccessful is weakness of running and management mistakes. Because of this statement, it will be said that today construction sector has a problem of management which should be solved promptly. Due to this reason the fourth part of the study includes concept of management, approaches definition of the concept, the basic function of management and in order to be successful in management what has to be done about peculiarity of construction. The primary aim of the construction manager is to finish projects as specified, on schedule and within the limited budget. In this way construction project management philosophy can simply be stated in three words: -planning, - organization and - controlling. In the fifth part, general information is given about the duties of planning, organization and controlling which are the basic functions of site management and useful suggestions are given. Building and management of construction site has an important role in construction project management. The documentation (filing) of the activities and results of them which are going on the construction site effects positively the productivity, cost and properties of the work. In order to have an active site management determined decision should be applied and documented properly. The special reporting system is.. :4,,'^,i fw. ihe powerful communication, coordination and control activities.102 Because of this determined reason, in the sixth part, site technical and commercial parts and duties of them are mentioned generally. The information, regarding the insufficient points in civil engineering such as construction accounting, and commercial part of construction is given and as a result the comments and proposals about these points are presented. And also sample useful documents and reports which have to be used for these parts are listed and illustrated. As for the seventh part a filing model where the reports and documents related to technical and commercial parts being in a certain order, was presented for the maximum success of the site management. As seen in this model the main codes between 0 and 100 include the technical and administrative topics of construction site, the codes between 100 and 1000 include the commercial topics of the construction site. This filing system is based on completely computer logic. Addition of sub-files and also main files is possible into the system.
