Özet
Bu araştırma, Kuzey Irak Eğitim Bakanlığında izcilik ve spor etkinlik müdürlüğünde izcilik takım liderlerinin bilişsel alanını değerlendirmek amacıyla yapılmıştır. Tarama modelinde yapılmış olan çalışmaya Irak'ta liderlik konumunda ve liderlik okullarında öğrenimlerine devam etmekte Süleymaniye, Erbil, Duhok, Halepçe İllerindeki 200 kişi gönüllü olarak katılmıştır. Test eksenleri izcilik hareketinin niteliği ve tarihi, izcilik hareketinin yetenekleri, izcilik geleneklerini kapsamaktadır. Örneklemede yer alan liderlere temel araştırma yoluyla betimsel yöntemini kullanarak bilişsel testin son hali uygulanmıştır. Toplanan veriler SPSS istatistiksel paket programı kullanılarak analiz edilmiştir. Verilerin analizinde normallik ve varyansların homojenliği sağlamadığı durumlarda, çoklu karşılaştırmalar için Kruskall-Wallis H testi ve gruplar arasındaki fark analizinde Mann Whitney U testi, değişkenler arasındaki ilişkinin belirlenmesi için Pearson Korelasyon Testi ile tanımlayıcı istatistikler ve Spearman-Brown düzeltme formülü kullanılmıştır. İzcilik takım liderlerinde bilişsel tahsilin düzeyini öğrenmek için izcilik hareketinde bilişsel testin standart düzeyleri de kullanılmıştır. Araştırma sonucunda, sonuçlarda liderlerin %1'si Mükemmel notunu almış sadece 2 lider %33'ü Pekiyi notunu almış, %46'sı İyi notunu almış, %18'sı ortalama notunu almış, %2'sı az puan notunu almıştır. Bulgular ışığında çalışmaya katılan liderlerin bilişsel düzeylerinin orta olduğu sonucuna ulaşılmıştır. Tasarlanan bilişsel test, izcilik takım liderlerinin üstün (başarılı) ve zayıfların (düşük) arasında izcilik hareketine bağlı bilişsel yönlerde ayırt etmiştir. İzcilik takım liderlerinin bilgi düzeyini belirlemek için bilişsel testte standart düzeyler koyulmuştur.Yaş ortalaması yüksek olan izcilerin doğru-yanlış ve çoktan seçmeli teste verdikleri cevapların doğru sayısı, yaş ortalamaları daha düşük olan izcilerden daha yüksek olduğu tespit edilmiştir. Kruskall-Wallis testine göre bulunan P değeri 0.05 den daha küçük olduğundan dolayı sıfır hipotezi reddedilmiştır (yani karşıt hipo tezi kabul edilir). Bu halde grup medyanlarinin eşit olmaması mümkundur o yüzden değişkenler arasındaki ilişkiyi bulmak için Spearman Korelasyon testi ve önem düzeyini kullandık. Değişkenler arasındaki korelasyon ilişkisinde değişkenler arasında yüksek düzeyde pozitif ve anlamlı bir ilişki olduğu görülmüştür. Çalışmada elde edilen bilgiler ışığında izcilerin çalışma yılı ve yaş ortalamaları arttıkça testlere verilen doğru cevapların da arttığı tespit edilmiştir. Ayrıca izcilerin yaş ortalamalarına bağlı olarak izcilik sporu yapma yılı arasında pozitif yönde ve anlamlı bir ilişki olduğu tespit edilmiştir. Bilimsel temellere göre izcilik takım liderlerinin izcilik hareketindeki bilişsel yönleri ölçen bilişsel test tasarlamanın gerekliliğine ulaşılmıştır. İzcilik takım liderlerinin seviyelerini bilmek için bilişsel testte standart seviyeler eklenmiştir.

This research was carried out in order to evaluate the cognitive field of scouting team leaders in the scouting and sports activities Directorate at the northern Iraq Ministry of Education. 200 people in Suleymaniyah, Erbil, Duhok and Halabja participated voluntarily in the study of the survey model and continue to study in leadership and leadership schools in Iraq. This research includes the nature and history of scouting movement, Scouting movement's abilities, Scouting traditions. The leaders involved in the analysis applied the final version of the cognitive test using the descriptive method through Basic Research. Data collected were analyzed using the SPSS statistical package program. In cases where normality and variance do not provide homogeneity in the analysis of data, the Mann Whitney U test for binary comparisons, Kruskall-Wallis H test for multiple comparisons, And Mann Whitney U test for Difference analysis between groups were used to determine the relationship between variables Pearson correlation test and descriptive statistics and spearman-brown correction formula were used. in order to find out the level of cognitive collection in scouting team leaders, Standard levels of cognitive test were also used in scouting movement. As a result of research, the results of the leaders in %1% Excellent grade has received only two 2 leader, 33% received a very good rating, 46% received a good grade, 18% grade average, 2% less points of the rating received. in the light of the findings, it was concluded that the cognitive levels of the participants were moderate. The design cognitive test distinguishes the scouting team leaders from the superior (successful) and low (low) scouting team leaders in cognitive aspects. In order to determine the level of knowledge of scouting team leaders, Standard levels were set in the cognitive test. It was found that the correct number of correct answers of the scouts with a high mean age was higher than those of the scouts with a lower mean age. The null hypothesis was rejected because the P value found by the Kruskall-Wallis test was smaller than 0.05 (that means, the opposite hypothesis is accepted). In this case, it is possible for the group medians to be not equal so we have to use the spearman correlation analysis between the group variables. The correlation between the variables positive and significant relationship between the variables, it was observed that there was a relationship at a high level. in the light of the information obtained from the study, it was found that the correct answers to the tests were also increased as the year of the scouts and the average age of the scouts increased. in addition, it was determined that there was a positive correlation between the age of scouts and the year of scouting sport, depending on the average age of scouts. according to scientific basis, the need to design a cognitive test that measures the cognitive aspects of scouting team leaders in the scouting movement has been met. standard levels were added to the cognitive test to know the levels of Scout team leaders.
