Özet
Osmanlı Devleti 1839 yılında Tanzimat Fermanını ilan ederek ülke içerisinde köklü reformlar yoluna gitmiştir. Reformlar içerisinde ekonomik açıdan vergi usulünde değişim yaşanmıştır. Vergi konusunda yaşanan bu değişim ile halkın gelirine göre vergilendirilmesi amaçlanmış, vergi hususundaki adaletsizlikler giderilmeye çalışılmıştır. Osmanlı Devletindeki, yeni vergi“Temettü Vergisi”diye adlandırılmıştır. Mükelleflerin tüm mal, mülk ve hayvanlardan sağlandığı kazançlar ise Temettüat defterlerine kayıt edilmiştir. Temettüat Defterleri Başbakanlık Osmanlı Arşivi bünyesinde yer almaktadır. İktisadi amaçla tutulan defterler sayesinde, o dönemin sosyo ekonomik yapısı hakkında bilgiler bulmak mümkündür. Defterlerde mükelleflerin isimleri, lakapları, unvanları, arazileri, hayvanları, vermiş oldukları vergiler detaylı şekilde kayıt edilmiştir. Yapmış olduğumuz Yüksek Lisans Tez çalışmamızda, Ankara Eyaletinin, Çankırı Sancağının Kargı kazasına bağlı Mihre Hatun, Orta ve İmam Bey Mahallesinin transkripsiyonu ile değerlendirilmesinin yanında nüfus defterlerinin incelenmesine de yer verilmiştir.

The Ottoman State proclaimed the Tanzimat ferman in 1839, and went through the way of radical changes in the country. Within the reforms, there had been a change in tax procedure in economic terms. With this change in taxation, it was aimed to be taxed according to the income of the people and tried to eliminate injustice in the matter of tax. The new tax in the Ottoman state is called“Dividend tax”. The profits provided by the taxpayers from all their property, possessions and animals are recorded in the Temetuat books. Temettuat books are located in the premises of the Ottoman archives. Thanks to the books kept for economic purposes, it is possible to find information about the socio-economic structure of that period. In the notebooks, the names, nicknames, titles, lands, animals, taxation of the taxpayers were recorded in detail. In our master thesis work we have done, we have included the examination of population books as well as the transcription and evaluation of Mihre Hatun, Orta and Imam Bey neighborhoods, which are connected to Kargı town of Çankırı county of Ankara province.
