Özet
Son dönemlerde petrol fiyatlarındaki düşüş ekonomisi petrole bağlı birçok ülkeler gibi, Azerbaycan'ın da mali kaynaklarının azalmasına ve ekonomik açıdan zayıflamasına neden oldu. Bütçe gelirlerinin yaklaşık %85'ni petrol ve petrol ürünlerinden temin eden Azerbaycan'da 3 kat düşen petrol fiyatları, petrol gelirlerinin zamanında doğru ve stratejik bir şekilde kullanılmaması, petrol dışı sektörlere gerekli ilginin gösterilmemesinin de etkisiyle para birimi ilk olarak %34, ikinci aşamada ise %48 değer kaybetti. Bu durumdan çıkabilmek adına Azerbaycan'ın petrol dışı sektörlerin gelişimine önem vermesi, bu sektörlerde ihracatın geliştirilmesinin sağlanması büyük öneme sahiptir. Tez çalışmasında ülke ekonomisinin temelini oluşturan petrol dışı sektörlerin mevcut durumu incelenmiş, bu alanların geliştirilmesi için öneriler sunulmuş, tavsiyeler verilmiştir. Çalışmanın ilk bölümünde petrol dışı sektörlerin geliştirilmesinin teorik temelleri detaylı olarak incelenmiş, bu sektörlerin Azerbaycan ekonomisindeki yeri ve önemi araştırılmıştır. İkinci bölümde, öncelikle, Azerbaycan'da petrol dışı sektörlerinin temel göstergeleri analiz edilmiş, olumlu ve olumsuz özellikleri belirtilmiştir. Üçüncü bölümde petrol dışı sektörlerde ihracat potansiyelinin geliştirilmesinin yöntem ve hedefleri bilimsel temellere dayanarak araştırılmıştır. Bu bölümde SWOT analizi yapılarak sektörlerin mevcut durumunun yabancı yatırımcılar için yarattığı fırsatlar ve tehditler analiz edilmiştir. Tezin uygulama aşamasında petrol dışı sektörler arasında ihracat potansiyeli en yüksek olan Tarım ve Metalürji sektörlerinde ihracat tutarlarının GSMH'ye etkileri incelenmiştir. Uygulama Eviews 9 programı kullanılarak yapılmış, sonuçlar tablo ve grafiklerin yardımıyla yorumlanmıştır. Çalışmanın son kısmında ise araştırma sonucunda elde edilen bilimsel temellere dayanarak Azerbaycan'da petrol dışı sektörlerde ihracat potansiyelinin artırılmasına yönelik teklif ve öneriler yer almıştır. Petrol dışı sektörlerde olan sorunların ele alınması, incelenmesi, üretim ve ihracat potansiyelinin artırılması için teklif edilen yöntemler bu çalışmanın önemini ortaya koymaktadır.

The rapid decline in oil prices in recent times has led to the reduction of the financial resources of Azerbaijan and weakened its economy like many other oildependent countries. Azerbaijan gets about 85% of the budget revenues from the oil and petroleum-products and the fall of oil prices three times, the oil revenues not being used in a timely and strategic manner and the lack of interest in non-oil sectors lead to depreciation of the currency by 34% in the first wave and further 48% depreciation in the second. In order to get out of this situation, it is of great importance for Azerbaijan to attach significance to the development of non-oil sectors, and the provision of export improvement in these sectors. In the thesis study, the current situation of the non-oil sectors that constitute the basis of the country's economy is examined, suggestions for the development of these areas are presented, and recommendations are given. In the first part of the study, the theoretical bases of the development of nonoil sectors were examined in detail and the importance of these sectors in the Azerbaijani economy was analyzed. In the second chapter, firstly, the basic indicators of non-oil sectors in Azerbaijan are analyzed and their positive and negative features are mentioned. In the third chapter, the methods and targets of the improvement of the export potential in the non-oil sectors were researched on the scientific basis. In this section, SWOT analysis was conducted to analyze the opportunities and threats of the current situation of the sectors for foreign investors. In the application phase of the thesis, the effects of export amounts of agricultural and metallurgical sectors - which have the highest export potential among non-oil sectors - on GDP are examined. The application was made using Eviews 9 program and the results were interpreted with the help of tables and graphs. In the last part of v the study, based on the scientific foundations obtained as a result of the research, recommendations for increasing the export potential in non-oil sectors in Azerbaijan were included. The proposed methods for addressing, exploring, and increasing the potential of production and export in the non-oil sectors reveal the importance of this work.
