Özet
Bu tez çalışması, küreselleşme sürecinin aslında yeni bir yapılanma olmadığını tartışmaktadır. Geleneksel yaklaşımlardan farklı olarak kavramın kendisinin zihinde bıraktığı yanılsamalar çerçevesinde iktisadi olarak başlayan değişimlerin nasıl yapısal boyutlara ulaşarak toplumun marjinalleşmesine yol açtığına değinilmektedir. Kavramların boyut değiştirdiği göz önüne alındığında, Liberal söylemin yerelleşmeye bakışı ve onu şekillendirme çabasında; sanıldığının aksine, küresel ve yerel olanın birbirinden ayrı tartışılamayacağı ortaya konulmaktadır. Ortodoks ideolojide; yerelleşmenin etkin ve verimli sonuçlar doğuracağı yönünde politikaların sınırları belirlense de yerelleşmenin küreselleşmeden bir kopuş olmadığı aksine liberal argümanların geniş ölçeklere yayılmasının en büyük aracı olduğu sonucuna varılmaktadır. Teorik çerçevede merkezileşmeden uzaklaştıkça etkin ve verimli sonuçlara ulaşılacağının altı çizilse de; ampirik çerçevede bunu destekleyecek sonuçlara ulaşmanın her koşulda mümkün olmadığı görülmüştür. Buna göre, yerelleşmenin kendisi ve mali boyutuyla ilgili gelişmiş ülkeler için anlamlı sonuçlara ulaşılabilirken, az gelişmiş ve gelişmekte olan ülkeler için aynı değerlendirmede bulunmak mümkün olmamakta, eşitliği sağlama politikaları yetersiz kalmaktadır.

This thesis argues the fact that the process of globalization is in essence not a new structuring. The study refers to how the changes that had emerged economically further reached such structural dimensions, unlike conventıonal approaches, and how they led to the marginalization and stratification of the society within the framework of some illusions the concept itself left in minds. In the efforts the liberal discourse has been making so far on shaping the localization and creating a view of it, it appears that what is global and what is local cannot be discussed separately from each other, contrary to what is thought, when one considers that the concepts have been faced up with dimensıonal changes. In orthodox ideology, it is concluded that, although the boundaries of policies have been drawn up in the way localization would result in effective and productive consequences, localization does not mean a split from globalization. On the contrary, it is the greatest means of spreading liberal arguments over large scales. While it is underlined that the further one moves away from the centralization within the theoretical framework, the more efficient and fruıtful results could be achieved, it has been found that to obtain the desired results which are supposed to support this in the empirical framework has been impossible in all circumstances. According to this, whereas some significant results have been able to be achieved as regards localization and its financial dimension for the developed countries, it is not possible to make the same evaluation for the underdeveloped and developing countries, and thus, the policies supposed to provide equality yield inefficient results.
