Özet
Bir ülkede girişimcilik üretim ve istihdamın en önemli enstrümanıdır. KOSGEB tarafından üstlenilmiş olan geliştirme ve destekleme faaliyetleri girişimcilik faaliyetlerinin sayılarının arttırılmasında ve yasam sürelerinin uzatılmasında ana rolü oynamaktadır. Ancak bu faaliyetlerin KOSGEB tarafından gereği gibi yerine getirilemediği değerlendirilmektedir. Türkiye'de nüfus artar iken istihdam oranları azalmaktadır. Büyük oran da istihdam sağlamak için, mevcut işletmelerin devamını sağlarken ayrıca yeni girişimcilerin de olanaklar bulabileceği bir ekonomik iklimin oluşturulması KOSGEB tarafından yerine getirilmesi gereken bir görevdir. Tarihsel süreç içinde girişimciliğin gelişimi, gelişmiş ve gelişmekte olan ülkelerdeki durumu, girişimciliğin Türkiye'de ki yapısı ve sağlanan destek programları karşılaştırmalı olarak incelenmiştir. Ancak bugüne kadar elde edilen sonuçların bu alandaki beklentileri karşılayamadığı sonucuna varılmıştır. Bundan dolayı bu akademik çalışma ile KOSGEB tarafından verilmekte olan girişimcilik desteklerine bir alternatif model oluşturulmaya çalışılmıştır. Bu akademik çalışmada, girişimcilik iklimini devlet adına oluşturmaya çalışan bir kuruluş olan KOSGEB'in vermekte olduğu yeni girişimci desteği ve eğitimler ele alınarak, sektörel ve bölgesel gelişmişlik farklılarına göre yeni destek modeli önerisinde bulunulmaktadır.

Entrepreneurship is the most important instrument of production and employment in a country. The improvement and supporting activities undertaken by the KOSGEB play the main role in increasing the number of entrepreneurial activities and extending the longevity thereof. It is, however, evaluated that the KOSGEB cannot carry out those activities effectively. While the general population increase, the rates of employment decrease in Turkey. It is a duty required to be done by the KOSGEB -- for the purpose of providing big rates of employment-- to create an economic climate in which the already established enterprises can continue, but at the same time new entrepreneurs also can find opportunities. The development of entrepreneurship in the course of history, the status of entrepre-neurship in both developed and developing countries, the structure of entrepreneurship in Turkey and provided support programs to thereof were analyzed in a comparing manner. However, it is concluded that the results that were reached so far cannot satisfy the expectations in this field. Hence, an alternative model to the entrepreneurial supports provided by the KOSGEB was tried to be created with this academic study. In this academic study, a new supporting model based on the sectoral and regional differences is suggested by approaching the new entrepreneur support and trainings given by the KOSGEB, which is an establishment that tries to create the entrepreneurial climate on behalf of the state.
