Özet
Bu araştırmanın amacı ilkokul ve ortaokullarda görev yapan öğretmenlerin algılarına göre okul müdürlerinin yönetsel etkililik düzeyinin ne olduğunu belirlemektir. Araştırma 'betimsel tarama modeli'' ile yapılmıştır. Araştırmanın evrenini 2016-2017 öğretim yılında Kocaeli ili merkez ilçe ve diğer 3 ilçede bulunan 220 İlkokul ve 166 ortaokulda görev yapmakta olan 7504 öğretmen oluşturmaktadır. Çalışma grubunu Kocaeli iline bağlı 4 ilçede amaçlı örnekleme yöntemi ile belirlenmiş ilkokul ve ortaokul öğretmeni 216 kişi oluşturmuştur. Araştırmada ilkokul ve ortaokullara uygulanmak üzere geliştirilmiş ''Yönetsel Etkililik Ölçeği''kullanılmış ve 10 alt probleme yanıtlar aranmıştır. Elde edilen veri analizinde SPSS 18.0 kullanılmıştır. Araştırmaya katılan ilkokul ve ortaokul öğretmenlerinin algılarına göre“yönetsel etkililik”ölçeğinin alt faktörlerinden“liderlik”e ait ortalama, diğer alt faktörlere göre daha yüksektir. Araştırmaya katılan öğretmenlerin ''liderlik'' alt faktöründe algıları yüksek düzeydedir. Öğretmenlerin“Örgütleme”ile“Ekip Çalışması ”alt faktörlerine ait algı düzeyleri orta derecededir.“İnsan Kaynakları ”ile“Planlama ve Karar Verme”alt faktörlerine ait ortalamalara göre ise öğretmen algıları alt düzeydedir. Araştırmaya katılan ilkokul ve ortaokul öğretmenlerinin algılarına göre dördüncü alt faktör olan“örgütleme”alt faktöründe öğretmenlerin cinsiyetleri ile ilgili anlamlı bir farklılık görülmüştür. Kadın öğretmenlerin, örgütleme alt boyutunda yöneticilerin yönetsel etkililiklerine ilişkin algıları erkek öğretmenlerden daha yüksektir. Araştırmaya katılan öğretmenlerin algılarında eğitim seviyeleri ve kurum türü , hizmet sürelerine göre yönetsel etkililik düzeylerinin“ekip çalışması”ve“planlama ve karar verme ”, '' liderlik '', ''örgütleme'' ve ''insan kaynakları '' alt faktörlerinde anlamlı bir farklılık bulunmamıştır. Araştırma Kocaeli iline bağlı 4 ilçede (İzmit, Derince,Körfez ve Karamürsel) gerçekleştirilmiştir. Araştırmada tüm ilçelerde araştırmaya katılan öğretmenlerin yönetsel etkililik algısı yüksek bulunmuştur. Araştırma yapılan ilçeler arasında öğretmenlerin yöneticilere yönelik yönetsel etkililik algısının en yüksek olduğu ilçe Derince'dir.

This research investigates the level of managerial effectiveness of primary and secondary school principals according to the teachers' perceptions . A descriptive survey research design was used to carry out this study. The population of the study consisted of 7504 teachers from all the primary and secondary schools in 4 districts under the responsibility of Kocaeli Provincial Directorate of National Education in 2016-2017 academic year. The work group consists of 216 primary ve secondary school teachers selected by simple random sampling method working in 4 different districts of Kocaeli. In this research , ''The Scale of Managerial Effectiveness'' was developed for primary and secondary schools and 10 sub-questions were used to answer. Resolving datas, SPSS 18.0 was used by the researcher. With reference to effectiveness of principals concerning the sub-factors of 'Scale of Managerial Effectiveness '', the mean score of ''leadership'' sub-factor is higher than all the other sub-factors according to the perceptions of the primary and secondary school teachers participated in the research. Teachers participated in the research has a high level of perception on the '' leadership '' sub-factor. The perceptions of teachers on“Organizing”and“Team Work”sub-factors is on the middle-level. Teachers' perceptions according to ''Human Resoruces '' and ''Planning and Decision Making '' is at the lower level. According to the perceptions of elementary and secondary school teachers participating in the study, there was a significant difference regarding the sex of the teachers in the sub-factor of“organizing”which is the fourth sub-factor. Perceptions of female teachers for the managerial effectiveness of their principals is higher than male teachers. Regarding the level of education, types of institutions , term of office, there is no significant difference according to the perceptions of teachers on the sub- factors ''team work '', ''planning and decision making '', ''leadership'', ''organizing'' and ''human resources '' . The research was carried out in 4 districts (Izmit, Derince, Körfez and Karamürsel) in Kocaeli province. In the study, the perception of managerial effectiveness was found to be high in all districts by the teachers who participated in the research . Among the districts surveyed, the perceptions of the teachers works in Derince district found the highest level between all the districts.
