Özet
Bu tezde, Nietzsche'nin felsefesinde güç istenci düşüncesi, uluslararası ilişkiler disiplininin temel tartışmaları özelinde, yeni paradigma ve büyük siyasetle ilişkili olarak tartışılmıştır. Tez, bu tartışmaları daha çok E.H. Carr, Morgenthau, Waltz, Mearsheimer gibi isimlere referansla realist paradigma çerçevesinde ele alacaktır. Bu tezde“güç istenci”düşüncesi uluslararası ilişkiler perspektifinden değerlendirilecek, uluslararası ilişkiler açısından büyük kırılma noktalarının tespit edilmesinde güç istencinin belirleyici rolü saptanacaktır. Nietzsche'nin güç istenci düşüncesiyle ortaya koyduğu yeni paradigmanın, Machiavelli ve Hobbes'tan bu yana siyaset felsefesinde tartışılan, çatışmaya ve sürekli çıkar mücadelesine dayalı perspektifi multidisipliner bir bakış açısıyla birleştirme iddiası değerlendirilecektir. Bu çerçevede, güç istenci düşüncesinin Nietzsche'nin siyaset felsefesindeki yansıması olan“büyük siyaset”kavramı ele alınacak, Nietzsche'nin mevcut paradigmaya yönelttiği eleştiriler çerçevesinde büyük siyaset düşüncesiyle realist paradigma arasında ilişki kurulacaktır. Temel hipotezlerin yanında,“epistemolojik açıdan büyük kırılmalar, uluslararası ilişkiler açısından büyük kriz dönemlerine denk düşerler”yan hipotezi bu tartışmalar bağlamında değerlendirilecektir. Çalışmanın temel hedeflerinden birisi, uluslararası ilişkiler disiplinindeki tartışmalara, özellikle realist paradigma çerçevesinde, bu alanda sınırlı düzeyde tartışılan Nietzsche'nin siyaset felsefesi üzerinden yeni bir açılım getirmek ve Nietzsche'nin güç istenci düşüncesiyle, realizmin güç kavramı arasındaki ortak noktaları değerlendirmektir. Nietzsche'nin güç istenci düşüncesiyle, uluslararası ilişkilerde de yansıması olan yeni paradigmaya ilişkin tezleri ve bu düşünceyle siyasi tarihin birbirinden kopuk görünen olaylarını holistik bir perspektifle birleştirme iddiası üzerindeki tartışmalar da bu kapsamda ele alınacaktır.

In this thesis, the will to power in Nietzsche's philosophy has been debated in relation to the new paradigm and great politics, in particular, in the basic arguments of the discipline of international relations. The thesis will approach these discussions mostly in reference to names such as E.H. Carr, Morgenthau, Waltz, Mearsheimer, etc., in the context of realist paradigm. In this thesis, the“will to power”will be evaluated from the perspective of international relations, and the distinctive role of will to power in determining the breaking points in terms of breaking points will be determined. The claim that the new paradigm that Nietzsche put forward with the idea of the will to power combines the perspective discussed in political philosophy since Machiavelli and Hobbes, based on conflict and ongoing conflict of interest with a multidisciplinary point of view will be discussed. In this framework, the notion of“great politics”, which is the reflection of Nietzsche's will to power in political philosophy will be tackled, and the relation between great politics idea and realist paradigm will be established within the framework of Nietzsche's criticism towards the present paradigm. In addition to the basic hypotheses, the minor hypothesis of“major breaks in epistemological terms correspond to major crisis periods in terms of international relations”will be evaluated in the context of these discussions. One of the main objectives of the study is to bring about a new breakthrough to the discussions in international relations discipline specifically within the frame of realist paradigm, through Nietzsche's political philosophy, which is rarely discussed in this area, and discuss the common points between the concept of power in realism and Nietzsche's idea of will to power. Discussions on Nietzsche's idea of the will to power and thesis on the new paradigm, which is reflected in international relations, and the claim of combining this idea with seemingly disconnected phenomena of political history with a holistic perspective will also be covered in this context.
