ÖZET YÜKSEK LİSANS TEZİ SOSYAL DEVLET VE TÜRKİYE'DE SOSYAL DEVLET UYGULAMALARININ İNCELENMESİ Yusuf MUYAN Tez Danışmanı: Prof. Dr. Bayram COŞKUN 2016, 105 sayfa Sosyal devlet anlayışı liberal devlet anlayışının kendi içinde gerçekleşme çabasından ortaya çıkan ve sosyal hakların gelişmeye başlamasıyla ortaya çıkmıştır. İngiliz yoksul yasalarının oluşturulması, klasik liberalizmin ortaya çıkışı, Avrupa'da feodalitenin çöküşü ile birlikte burjuva sınıfının ticari faaliyetlerini arttırması, sanayi devrimi ile birlikte işçi sınıfının güçlenmesi gibi gelişmeler sosyal hakların anayasalara yerleşmesini sağlamıştır. 1929 Dünya Ekonomik Krizinden sonra tüm Dünya'yı etkisi altına alan Keynesci iktisat öğretisi, sosyal hakların gelişmesine ve dezavantajlı gruplarında bu haklardan yararlanmasına olanak vermiştir. Bu çalışmanın amacı sosyal devlet anlayışının gelişimini ortaya çıkaran nedenler ile birlikte tarihsel perspektif içinde sosyal hakların gelişimine etki eden faktörlerin irdelenmesi ve bu faktörlerin Türkiye'ye yansımaları ele alınmaktadır. Türkiye'de sosyal devlet anlayışının sosyal politika açısından önemi ve dezavantajlı gruplar olan gençler, çalışan çocuklar, engelli, yaşlı ve eski hükümlülere yönelik sosyal politikalar incelenerek anayasal çerçevede ele alınan uygulamaların toplum içindeki sosyal hakları da irdelenmiştir.

ABSTRACT MASTER'S THESIS THE SOCIAL STATE AND THE EXAMINATION OF THE PRACTICES OF THE SOCIAL STATE Yusuf MUYAN Advisor: Professor Bayram COŞKUN 2016, page 105 The concept of a social state is the result of a liberal state endeavouring to actualize itself and improve the social rights; thus it has appeared and come into sight. Certain events have helped social rights to take their place in the constitution among which we can mention the formation of Poor Laws, the emergence of the Classical Liberalism, the increase in the commercial activities of the bourgeois after the decline of the feudality and the working class which gained power following the Industrial Revolution. The doctrine of Keynesian economics, which had a worldwide influence after the Great Depression of 1929, ensured the improvement of social rights and helped the disadvantageous groups to benefit from these rights. The aim of this study is to examine thoroughly the factors that caused the concept of a social state to emerge and understand them in their context within a historical perspective and finally to refer to the repercussions in Turkey. We have also dealt with the importance of the mentioned concept for the social policies through examining the disadvantageous groups such as the teenagers, working children, the disabled, the old and ex-convicts. While doing this we have not ignored to refer to the constitution and implementation, i.e, the theory and practice.
