Özet
Ödemeler bilançosu bir ülkedeki yerleşiklerin diğer ülkelerdeki yerleşikler ile gerçekleştirdikleri ekonomik işlemleri ifade etmektedir. Ödemeler bilançosu içerisinde önemli hesaplardan birisi olan cari işlemler hesabı, ülkenin yabancı ülkelerle gerçekleştirdiği mal ve hizmet ithalat-ihracatı ile karşılıksız transferlerin toplamını oluşturmaktadır. Bu bağlamda ülke ekonomilerinin sıkça karşılaştığı bir ekonomik sorun olarak dile getirilen husus cari açıktır. Cari işlemler açığı hem gelişmiş hem de gelişmekte olan ülkelerin karşı karşıya olduğu ciddi bir ekonomik problemdir. Liberalleşme hareketleri ve sermaye hareketlerinin serbestleştirilmesi ile dünya ekonomileri birbiriyle bütünleşmiştir. Türkiye ekonomisinde de 1980 yılında yaşanan liberalizasyon hareketleri sonrası ekonomik dengesizlikler ve yapısal sorunlar nedeniyle ülke ekonomisi ciddi cari işlemler açıkları ile karşı karşıya kalmıştır. Bu çalışmada, öncelikle dünya ekonomisinin cari açıkları ve bu açıkların artış gösterdiği dönemler dikkate alınarak incelenmiştir. Cari işlemler açığı Türkiye ekonomisi için Osmanlı Devleti'nin son dönemlerinden itibaren günümüze kadar süregelen ekonomik bir problem olmuştur. Bu kapsamda Türkiye ekonomisinde cari açığın nedenleri araştırılmış ve çözüm önerileri ifade edilmiştir. Ülkemiz ekonomisinin Osmanlı Devleti'nin son dönemlerinden itibaren dış ticaret verileri dikkate alınarak günümüze kadar cari açığın nasıl bir seyir izlediği anlatılmaya çalışılmaktadır.

Payments represent the economic transactions that residents in one country make with residents in other countries. The current accounts account, which is one of the important accounts within the balances, constitutes the sum of goods and services import-export and unrequited transfers of the country with foreign countries. In this context, it is a current account deficit that is expressed as an economic problem that is often encountered by the country's economies. The current account deficit is a serious economic problem facing both developed and developing countries. Liberalization movements and liberalization of capital movements have combined world economies. After the liberalization movements that took place in 1980 in the Turkish economy, the country's economy has faced serious current account deficits due to economic imbalances and structural problems. In this study, primarily the current account deficits of the world economy and the periods in which these deficits have increased have been examined. The current account deficit has been an economic problem for the Turkish economy which has been ongoing since the late Ottoman days. In this context, the reasons for the current deficit in the Turkish economy have been researched and the solution proposal has been expressed. It is tried to explain how the economy of our country is following the trend of the current open up to the present day taking into account the foreign trade data since the last period of the Ottoman State.
