Özet
Küçük ve Orta Ölçekli İşletmeler (KOBİ) tüm dünya ekonomilerinde olduğu gibi Türkiye ekonomisinin de bel kemiğini oluşturmaktadır. Bu bağlamda KOBİ'ler istihdama sağladıkları katkılar ve işsizlikle mücadelede ülkeler için önemli bir politika aracıdır. KOBİ'ler üretimde esnek yapıları, yenilikçi ve girişimci özellikleri ile büyük ölçekli işletmelere nazaran ekonomik dalgalanmalardan daha az etkilenirler. Söz konusu nedenlerden dolayı KOBİ'ler büyük ölçekli işletmelerden daha istikrarlıdırlar. Gelişmekte olan ekonomisiyle Türkiye'nin en önemli sorunlarının başında gelen cari açık ve döviz darboğazının aşılmasında, ihracat önemli bir yere sahiptir. Türkiye'de toplam girişimlerin tamamına yakını KOBİ'ler tarafından üstlenilmekte olup ihracatta KOBİ'lere önemli bir rol düşmektedir. Bu bağlamda KOBİ'lerin ihracat sorunlarının tespit edilmesi, bu işletmelerin ihracata teşvik edilmesi için zorunludur. Çalışmada; öncelikle ihracat kavramı ve Türkiye'de ihracatın genel durumu üzerinde durulmuş daha sonra dünyada ve Türkiye'de KOBİ'lerin tanımlanması ve önemine değinilmiştir. Daha sonra ise Konya İlinin ihracatında önemli bir yere sahip olan Makine-Aksam İmalat Sanayisinde imalat ve ihracat yapan KOBİ niteliğinde 83 firmaya anket uygulanmıştır. Elde edilen veriler kapsamında KOBİ'lerin ihracatta karşılaştıkları sorunlara çözüm önerileri sunulmaya çalışılmıştır.

Small and Medium-Sized Enterprises (SMEs) form the backbone of the Turkish economy as well as in all world economies. In this context, SMEs are an important policy tool for the countries with their contribution to employment and their struggling with the unemployment. SMEs are less affected by economic fluctuations if they are compared to large-scale enterprises with thier flexible structures in the production, thier innovative and entrepreneurial features. SMEs are more stable than large-scale enterprises because of these reasons. The exportation has an important role in overcoming the current account deficit and foreign exchange bottleneck, which are the most important problems of Turkey with its developing economy. Almost all of the initiatives in Turkey are undertaken by SMEs, and they play an important role in the exportation. In this context, it is necessary for the SMEs to identify their exportation problems and to encourage them to export. In this study, firstly the concept of exportation and the general situation of exportation in Turkey and then the importance of SMEs in the world and in Turkey are emphasized by us. Finally a questionnaire was applied to 83 SMEs that manufacture and export in the Machine-Spare Parts Manufacturing Industry having an important place in the exportation sector in Konya Province. Within the scope of the obtained data, we tried to offer solutions for the problems encountered by SMEs in the exportation.
