Özet
“Hitit Çivi Yazılı Belgeler Işığında Kraldan Görevlilere Direktif Metinleri”isimli çalışmamızda, Hitit idari sisteminin doğuşunu, gelişimini, bu gelişimin doğal bir sonucu olarak meydana çıkan yönetim birimlerini, kraldan direktif alan görevlileri ve bunların sorumluluklarının neler olduğunu tespit etmeye çalıştık. Tezimizin amacı giriş kısmında belirtilmiştir. Tezimiz iki bölümden oluşmaktadır. Birinci bölümde Asur Ticaret Kolonileri döneminde Anadolu'nun idari yapısı hakkında genel bir bilgi vermeye çalıştık. İkinci bölümde ise Hititler döneminde Anadolu'nun idari yapısı, merkez teşkilatı, merkez teşkilatının önemli öğeleri olan başta Kral olmak üzere Kraliçe, Veliaht, Pankuş ve Tuliya meclisinin idari yapıdaki yeri ve önemine değinmeye çalıştık. Yine bu bölümde tezimizin asıl konusunu teşkil eden Hitit merkezi sistemine bağlı taşra teşkilatını, direktifleri, taşra teşkilatında direktif alan görevlileri, bu görevlilere verilen direktiflerden onların görev ve sorumluluklarının neler olduğunu ortaya çıkarmaya çalıştık. Bu araştırma çerçevesinde yaklaşık M.Ö 2000 ve M.Ö 1200'e kadar Anadolu da siyasi varlık gösteren Hititlerin teokratik-monarşiyle yönetilen merkezi sisteme dayalı olduğunu görüyoruz. Merkezi sisteme bağlı taşra teşkilatının varlığını, taşra teşkilatında direktif alan görevlilerin önemli görev sorumluluklarının bulunduğunu belgelerden hareketle açıklamaya çalıştık

Our study entitled“The Directive Texts to Officials from the King In the Light of Hittite Cuneiform Written Documents”is intended to identify the rise and development of Hittite administrative system, the local government units that emerged as a natural consequence of this development, the men who took directives from the King, and the responsibilities of these men. The main purpose of our study is stated in introductory chapter. Our study consists of two chapters. In the first chapter, we tried to give some information about the governing structure of Anatolia during Assyrian trading colonies. As for the second chapter, the purpose is to mention the governing structure and central organization of Anatolia. In addition to these issues, there is some information about the place and importance of the members of this central organization, including especially the“King”, the queen, crown prince, Pankuš and Tuliya council. Nevertheless, this chapter is designed to reveal the Hittite Central Organization, the directives, the men who took directives from the field service and the duties and responsibilities of these incumbents, depending on these directives. Within the frame of this survey it could be seen that Hittites, who had political property in Anatolia until about 2000 B.C. to1200 B.C., depend on this central system ruled by Theocratic Monarchy. Once again based on these documents, our attempt is to clarify the presence of field service depending on the central system, and there are some important duties and responsibilities of men who took directives in the field service.
