Summary of the Thesis This thesis which is titled as“Language and Politics: The Profile of Politicians and Signification of Politics in Turkey”, was prepared in relation to partial fulfillment of Ph. D. program and submitted to the Institute of Social Sciences of University of Ankara. The thesis is composed of three main parts analyzing the theoretical conditions and norms of a democratic politics which had substatially enormous impacts on the structuration of politics in Turkey. Besides of those analytical chapters, it was hold three more sections in the thesis which have been titled followingly. In the methodological appendix, the empirical techniques used during the work were described and made tecnical arguments about the some aspects of them. In the glossary section, the explication of some of the concepts that are employed during the work were given. Lastly, The theoretical and empirical materials which are cited in the text documented in the reference section. In the first chapter of the thesis, the concept of public sphere was presented and conceptualized both as a norm and substance. Therefore, following, J. Habermas and H. Arendt, the public sphere was formulated as an open, critical and rational dialogue between social actors and their different 'opinions'. Public sphere as an agora(space) and social context(public encounter) provides the normative framework of democratic participation and opinion formation. In the second chapter, it was showed and described the tension between the meta-narratives of the nation-state's logic of discursive organization and public policy orientation of the interest based, particularistic collective movements. It was assumed that language has been significant role in this process. It is based on a presupposition that language does not only describe or picture reality but signify as well. Discourse as sum of the meaningful activities and its signification by mediation of language, is higly related to the narrative stuructures of hegemonic ideologies. 298Ideology was defined as struggle over meaning which serves to sustain asymetric power relations and domination. Thus it was tried to reach a conclusion which has verified the main assumption: Dialogue and discourse are mutually exclusive in terms of political signification. Discourses are institutionalized narrative structures which define ex post facto conditions of reality by means of linguistics justifications. Dialogue is oriented to reach an identity/difference or agreement, discourse on the contrary, is oriented to homogenize the identities which are multiple and historically constructed in nature. In the third part it was analysed comparatively the structure of Turkish political discourses in which distinct opinions bear direct resemblences with each other with respect to their political opinion formatin procedures. The underlying reason of this process can be explined as the absence of the autonomous public spheres. Turkish political scene has been constructed within the boundairies of populistic and nationalistic discourses by the actions and policies of the political elites. Therefore, it was tried to show that Demirel, Ecevit and partially Özal not only because of their political personalities have been important but at the same time they have defined or limited the political parameters of the concept of the political in Turkey. ftff ty#P 299
