3i SUMMARY Although the social partners, namely employers' organizations and trade unions, played a significant role in the process of economic integration in the European Commımities; the social policy has tended to become an arena for conflict among social partners instead of being a means of resolving conflicts. The trade unions' view has always been that the social policy should go beyond joint opinions and lead to conclude European framevvork agreements, while the employers have been reluctant to move in that direction. in this context, the development of a positive social dialogue between employers and trade unions is a majör feature of the European social policy. in our opinion, regarding the social dialogue, the minimal social policy legislation has limited the political possibilities to put pressure on employers to engage in the social dialogue including to conclude collective agreements at European level. Also, the trade unions are unable to exert ali their influence to make the employers accept an integral social policy in the European Union. On the other hand, at the present time, the member countries of the Union are encountering certain socio-economic difficulties such92 as structural employment, poverty, social dumping and social exclusion. In case of continuance of these factors, the European Union model would be threatened. When the situation in Turkey is concerned, mainly two aspects are notable among the social problems that have emerged in the development of the relations between Turkey and the European Union. First of them is the situation of the Turkish immigrants in Europe and second one is the free movement of Turkish workers. With the beginning of the Customs Union process, the social partners in Turkey have started to point out the other issues that they deem important. The issue that the employers' side mostly stresses is that the need for releasing the financial assistance of the Union in order to adjust the Turkish economy to the conditions of the Customs Union. On the other hand, trade unions demand the urgent harmonization of social laws in the country with the European Union standarts. Otherwise, they claim that cheap labour force in Turkey would pave the way for social dumpung in the Union. Although intensive efforts have been spent in the Union in order to develop social dialogue and incorporate interest groups within the Union's decision-making process, the Union does not have an integrated and effective social policy yet.93 As a result, it is being expected from social partners to behave responsibily against severe problems that would led to social unrest and to move towards to form an effective social policy in the Union by the helf of the extra power granted them by the Maastricht Treaty.
