147 ABSTRACT Convention number 81 of ILO about Labour Inspection in Industry and Commerce has determined the basic subjects related to labour inspection in a general sense. The methods applied during inspection, the way the inspectors work and their fields of activity are determined by the national legislation, depending on that country's own conditions. However, as the world of work changes, the practice and the opinions related to the functions of inspectorate, the methods to be applied and the way inspectors should work change, as well. According to today's understanding, labour inspection should be educative, instructive and preventive, rather than punishing. The proceedings and penalties should also be used in such a way that they contribute to this objective. The labour inspection system in Turkey has been designated, to a large extent, in compliance with the norms of ILO convention number 81. However, a successful and efficient labour inspection can not be realized, due to some reasons such as the methods used in application, the way the inspectors work, insufficient means of action, and the diversity of fields of activity. The labour inspection system in our country has to be reconstructed within the framework of contemporary inspection understanding.
