Özet
ÖZET Bir ek sosyal güvenlik teşkilatı olarak Ordu Yardımlaşma Kuru mu (O YAK) 'nun üyelerine sağladığı tamamlayıcı sigorta edimlerinin bilimsel açıdan analizi yapılmış, kurumun kuruluş amacı doğrultusunda ne denli başarıya ulaştığı incelenmiş ve bu bağlamda üyelerinin nezdinde nasıl bir imaja sahip olduğu tesbit edilerek, kurumun geleceğine ilişkin değerlendirme ve öneriler geliştirilmiştir. OYAK ek bir sosyal güvenlik kuruluşu olmasına rağmen Türk sosyal güvenlik sistemi ve ekonomisi içinde önemli bir yere sahiptir. Bu nedenle kurumun örgüt yapısı, yönetim organları, çalışma esasları, gelir getirici yatırımları, üyelerin yönetimdeki etkileri, sunulan edimlerin nicelik ve niteliği incelenmiş ve diğer sosyal güvenlik kurumlarıyla mukayesesi yapılmıştır. Ayrıca üyelerin OYAK hakkındaki düşüncelerini ve OYAK'a bakışlarını araştırmak için kurum üyelerine bir anket uygulaması yapılmıştır. Böylece inceleme sonucunda tesbit edilen OYAK ile üyelerin nezdindeki OYAK'm değerlendirilmesine olanak sağlanmıştır. Yapılan inceleme ve değerlendirmeler sonunda, OYAK'm üyelerine sağlamış olduğu yardım ve hizmetlerin yetersiz olduğu, üyelerin çoğunluğunun kurumun faaliyetlerinden memnun olmadığı ve kurum ile üyeler arasında önemli ölçüde iletişim noksanlığının bulunduğu tesbit edilmiştir. Diğer taraftan, emeklilik veya başka nedenlerle görevden ayrılan tüm personelin kurumla ilişkilerinin tamamen kesilmesi ek sosyal güvenlik ruhuna ve anlayışına ters düşmektedir. Zira, üyeler emeklilik veya yaşlılık dönemlerinde ek sosyal güvenliğe daha fazla ihtiyaç duymaktadırlar. Bu itibarla, görevden ayrılan üyelerin kurumla ilişkilerinin devam ettirilmesi için bazı öneriler geliştirilmiştir. Söz konusu öneriler, üyeler ve kurum açısından faydalı olacağına inanılan diğer önerilerle birlikte tez sonunda sunulmuştur.

ABSTRACT A scientific analysis of the supplementary insuranca benefits and services offered to its members by the Turkish Armed Forces Mutual Assistance Institution (Ordu Yardımlaşma Kurumu-OYAK) as a supplementary social security organization is presented; the degree of success of the institution in achieving its founding purpose, is studied; the level and characteristics of the institution members' im age are identified within the context of its degree of success and the evaluation of and recommendations for the future of the institution are provided. Although OYAK is a supplementary social security institution, it holds a significant place in the Turkish social security system in general. Thus a scientific review of the institution's organizational structure, its managerial mechanism and working principles, its members' influence on its management, the quality and quantity of the benefits and services provided and a comparative analysis with other social security institutions are included. Additionally, the re sults of a survey conducted with OYAK members are analyzed in order to arrive at a sound evaluation of the institution as seen by its own members. The study conducted and the assessments made reveal that the benefits and services provided by OYAK to its members are inade quate, that the majority of the membership are not satisfied with the institution's activities and that a significant lack of communication dominates its relations with the members. Moreover, it is noted that the relationship between the insti tution and memberswhose work contracts are terminated due to re tirement or other reasons is brought to an end and that this imple mentation is not in conformity with the meaning and essence of the concept of supplementary insurance. It is argued that the member ship needs supplementary insurance mostly during retirement and at advanced age. Recommendations are thus provided for the continua tion of the OYAK coverage following the separation of its members from the armed forces. These recommendations are listed at the conclusion of the dissertation in connection with other recommen dations of a more general nature that the author deems to be useful both for the institution and the members.
