Özet
21.yüzyıla damgasını vuran bilişim teknolojisinin temel taşlarından bilişim sistemleri ve bu sistemlerin örgütsel fonksiyonlar ile entegrasyonu; bunun sonucunda da taktik ve stratejik rekabet avantajı sağlamak bu tez çalışmasının konusunu oluşturmaktadır. Tezin I. bölümünde, bilişim teknolojisinin tarihsel gelişimi nedenleri ile ele alınmış, bilişim sistemlerinin tanımları yapılmış ve bilişim sistemlerini meydana getiren bileşenler irdelenmiştir. II. bölümde, bilişim sistemleri daha detaylı ele alınarak, yönetim kavramı ile nasıl bir etkileşim içerisine girdiği, kuruluşların temel bilgi altyapısının strateji ve hedeflerle aynı önde nasıl oluşturulabileceği incelenmiş, işletme temel fonksiyonlarını içeren örgütsel bilişim sistemleri ele alınmıştır. Bu bağlamda, pazarlama, üretim yönetimi ve finans yönetimi bilişim sistemleri tanımlanarak bileşenleri değerlendirilmiştir. III. bölümde, yönetim bilişim sistemlerinin yetersizliği, özellikle üst yönetim için gerekli stratejik ve taktik karar alma aşamasında ihtiyaç duyulan kriterlerin sağlanması ve değerlendirilmesi gerektiğinde, yönetim destek sistemlerinin geliştirilip bu ihtiyaçlara nasıl ve ne ölçüde cevap verebildiği anlatılmıştır. Yönetim destek sistemleri için gerekli altyapı, özellikle bilgi işlem sistemlerinin oluşturulması, karar destek sistemlerinin ortaya çıkış nedenleri, uzman sistemler ve kullanım alanları, yönetici destek sistemleri ayrı ayrı ele alınmıştır. IV. bölümde, 21.yüzyıla girerken, teknolojik alanda diğer kuvvet komutanlıklarına kıyasla ve de doğası gereği, teknoloji ile iç içe olan Hava Kuvvetleri Komutanlığı'nda mevcut iki bilişim sistemi uygulaması irdelenmiştir. Askeri bilgilerin gizlilik kapsamında olması nedeniyle konu çok detaylı bir şekilde incelenememiş, ancak yönetim bilişim, karar destek ve üst yönetim bilişim sistemlerine iyi birer örnek olması açısından tezin uygulama konusu olarak seçilmiştir. Yine devamında, askeri bilişim sistemi uygulamalarında karşılaşılabilecek sorunlar ve çözüm önerileri belirtilerek aynı zamanda faydaları üzerinde de durulmuştur Son bölüm olan sonuç ve öneriler kısmında ise, günümüz toplumunun her katmanında meydana gelen değişimlere değinilerek işletmelerin bu ortamlara uyum sağlayıp rekabet edebilmeleri ve stratejik avantaj elde edebilmeleri için bilişim sistemlerinin bir zorunluluk olduğu ortaya konmuştur. Türkiye'nin bilişim çağındaki yeri ve önemine de değinilmiş; ve son olarak da örgütsel faaliyetlerin bilişim sistemleri ile entegrasyonunun gerekliliği anlatılarak, bilişimin ekonomik değeri üzerinde durulmuştur. Özellikle stratejik ve taktik karar verme aşamasında başarı faktörü, eldeki verilerin yeterliliğine ve gerekliliğine ihtiyaç duymaktadır. Bilgiyi işleyip, her an kullanılabilir ve anlaşılabilir hale getirerek, bu bilgiyi elektronik ortamda her yere iletebilen bilişim sistemleri, artık, ister kamu isterse özel olsun, tüm işletmelerin yönetimlerinde duyu organları haline gelmiştir.

Information systems are the fundamental stones of the information technologies that left its mark on 21st century and the integration of these systems with organizational functions; and consequently maintaining tactical and strategical competitive advantage constitutes the topic of this thesis. In the first part of the thesis, historical development of the information technology is tackled with its reasons, definitions of the information technologies are given and some components of the information technologies are investigated. In the second part, information technologies are elaborated so as to what extent it can be linked to the concept of management as well as how to establish strategies and goals in line with the fundamental information substructure of the institutions. Moreover, organizational information systems with fundamental functions of the businesses are studied. In this context, marketing, production management and financial management information systems are defined and their components are evaluated. In the third section, the deficiency of management information systems and the provision of the required criteria and to assessing it particularly necessary for top management during strategic and tactical decision making processes are discussed. Additionally, to realize these needs what should be done to improve the management support systems and how and to what degree they can response to this needs are also considered. The overall infrastructure required for management support systems, how to constitute the information processing systems, the reasons of the occurrence of the decision support systems, expert systems and their field of usage, executive support systems are also tackled separately. In the fourth section, two information system applications of Turkish Air Force are discussed as case studies. When compared to the other Forces and by its very nature, the Turkish Air Force is more associated with technology while entering to 21st century. As most of the military information is classified, the topic is not fully scrutinized; however, they are selected as good practices since they set practical and real time examples of management information, decision support and executive information systems. Afterwards, issues that may come into being in military information system implementations and suggested solutions along with type of benefits of such systems are elaborated. Lastly, in the conclusion and suggestions section, by touching upon the changes in each layer of the today's society, the necessity of information systems that enable competition and provide strategic advantages, are emphasized for businesses when they have to adopt this new environment. Turkey's position in this information age and its importance are discussed. Finally, the necessity to integrate the organizational functions with information systems have also been verified. The economic value of the information is pointed out as well. The success factor, particularly when making a tactical or a strategic decision, depends on the sufficiency and vitality of the data on hand. To process this data, and turn it into understandable and usable format available for everyone and any time are possible through transmission of a sound information system; whether public or private, these systems are becoming indispensable parts of every organizations.
