Özet

ÖZET Bilim doğa ile insan arasındaki, doğa ile toplum arasındaki ve toplumun kendi evrim süreçlerinin çeşitli kesimlerindeki olguları ortaya çıkartan, tanıtan ve daha ileri üretim ve denetim olanaklarını hazırlayan araştırmaya dayalı bir çalışmadır. Bilim kaçınılmaz olarak“araştırma ve geliştirme”yöntemleri ile ürünlerin ve üretim tekniklerinin mükemmelleşmesine katkıda bulunur. Bu çalışmada çağdaş üretim teknolojisi adı altında batıda üretilen teknolojiler ile Dünyada bilimsel ve teknolojik gelişmelerde gelinen noktaların tesbiti yapılmıştır. Bu arada gelişmiş ülkelerin geliştirme stratejileri ile teknoloji politikaları incelenmiştir. Sanayiimizin bugünkü durumu lesbit edilerek gelişmiş ülkelerin seviyesine gelebilmesi için yapılması gerekli çalışmalar;“Teknolojinin geliştirilmesi ve üretimine ilişkin bir model analizi”yapılmıştır. Model Analizi iki aşamadan ibarettir: Birinci Aşama: Makro hedeflerin saptanması ve stabilizasyon aşaması ile Schumacher'in kalkınma stratejisi ikili yapı (dual ekonomiler) analizine dayandırılmıştır. Bu aşamada gayri resmi %15'i bulan işsizlik probleminin çözümü ve modern teknolojinin absorbe edcırıiycccği emek gücünü değerlendirecek uygun teknoloji ile hem ülkede sarsılmış bulunan sosyal yapı yeniden kurulmuş olacak hem de ülkemizi gelişmiş ülkelerin seviyesine ulaştıracak modelimizin 2. Aşamasını teşkil eden“Modern teknolojinin geliştirilmesi sc üretim stratejisi ile organizasyoiial yapının oluşturulması”projesinin de uygulanmasına yardımcı olunacaktır. İkinci Aşama ile ülkemizi 21. yüzyıla taşıyacak yönetim anlayışı ile yeniden yapılanma öngörülmüştür. Sonuç olarak ülkemizi gelişmiş ülkelerin seviyesine ulaştıracak“Bilim ve Teknoloji”politikaları ile kurumsal yapının yeniden düzenlenmesine ilişkin öneriler yapılmıştır.

SUMMARY Science is <'i method of study based on research, which discloses and presents the phenomena about the varied sections of the evolution processes between“the nature and the human being”,“the nature and the society”and of“the society itself: laying the foundations of more sophisticated production and control possibilities as well. Science inevitably contributes to methods of research and development and to the perfection of products and production techniques. The technologies being produced in the west under the name of ”contemporary production technologies“ and the level that the scientific and technological improvements have reached arc among the topics determined within the scope of this paper. Meanwhile, the development strategics and the technology policies of the developed countries arc examined. The current stale of our industry and what has to be done to improve it to that of the developed countries are explained. A model analysis dealing with the development and production of technology is also included. This model analysis consists of steps. In Step 1, the process of determining the macro objectives and stabilization and the strategy of development arc based on the double-structure (dual economics) analysis. At this stage, by solving the problem of unemployment, which appears to be around 15% according to inoffical figures, and by introducing an appropriate type of technology which will utilize the redundant labour that cannot be absorbed by the ”modem technology“, not only the shaking social structure of the country will be re-established, but also the implementation of the ”development of modern technology and foundation of production strategy and organizational structure“ project which forms the second stage of our model that will raise our country to the level of the developed countries, will be supported. In Step 2, the understanding of administration (government) that will convey our country to the 21st century and structural rc-organization arc considered. Lastly, the policies of ”Science and Technology" that will make our country reach the level of developed countries and methods of re-organizing the institutional structure arc suggested.
