The study investigates the reasons for students' low level proficiency of English at pre-sessional EFL classroom of Turkish universities by trying to get students' own perceptions of the phenomenon. The study develops a conceptual framework based on false beginner researches as well as researches on students perception. The research was conducted in Turkey between June and September 2012 with the participation of 130 university students studying at pre-sessional EFL classroom. A questionnaire that was administered to these students was analysed in order to understand the issue under investigation. Research findings point to both personal and external factors that underlie this educationally-crucial problem. While negative attitudinal factors and lack of effort for studying English appear to be the most significant personal factors, Turkish education system in general and foreign language education system in particular situate as the most crucial external factors as underlying causes for false beginner case at pre-sessional EFL classrooms of Turkish universities. This research study suggests that a number of steps should be taken in Turkish education system
