This study examines the impact of telecommunications infrastructure on regional economic growth at both aggregate and sectoral levels between 1984 and 1997 in the United States. Findings suggest that the accumulation of telecommunications infrastructure improves the overall productive capacity of a state, but the magnitude of the impact varies significantly across the sectors. Not surprisingly, sectors that use telecommunications intensively, such as wholesale trade, FIRE, retail trade and other services, receive the strongest positive impact from telecommunications infrastructure investment. As information and communication technologies support more locational freedom, states use their telecommunications infrastructure investment as a competitive tool to attract factors of production. States invest in their network to attract business from other jurisdictions and ultimately increase their own output. In a production-function framework, this effect primarily manifests itself as a positive network externality increasing overall output growth. At the same time, using telecommunications investment as a competitive tool generates a negative spillover effect reducing output growth across competing states. Findings indicate that a state benefits from its own telecommunications infrastructure, but telecommunications investment by other states has a negative impact on its output growth path. Furthermore, geographical proximity amplifies this negative spillover. A state-by-state regression analysis shows that not every state receives the full benefits from its own telecommunications infrastructure. Variation across states may be due to inefficient utilization of telecommunications infrastructure as a factor of production. Data envelopment analysis for the same period confirms that those states accruing significantly positive benefits from their telecommunications infrastructure use their telecommunications infrastructure most efficiently. Consequently, in order to maximize the localized gains from their telecommunications investment, states should think of their telecommunications policies as a part of their economic development efforts.
