Özet
Ar-Ge (Araştırma ve Geliştirme) faaliyetleri bilim ve teknoloji faaliyetlerinin temelini oluşturur ve hızlı ve sürdürülebilir bir ekonomiye ulaşmak için ülkelerin yeteneğinin geliştirilmesinde önemli bir rol oynamaktadır. Ülke ekonomilerinin diğer ülke ekonomileri ile rekabet edebilmesi için Ar-Ge faaliyetlerinin ağırlığının hissedilir oranda olması gerekmektedir. Bu nedenle, Ar-Ge faaliyetlerinin düzenli olarak performans ölçümü ve değerlendirmesi yapılmalıdır. Bu çalışmada Ar-Ge harcamaları, Ar-Ge personeli sayısı, patent başvuru sayısı, bilimsel yayın sayısı ve yüksek teknoloji ihracatı açısından, Türkiye'nin diğer AB ülkeleri arasındaki yeri VZA, pencere analizi ve Malmquist TFV kullanılarak belirlenmiştir. Analizler için DEAP 2.1 ve EMS 1.3 paket programları kullanılmıştır. Elde edilen sonuçlarla ülkelerin Ar-Ge etkinliğindeki konumu belirlenmiş ve öneriler sunulmuştur.

R&D (Research and Development ) activities represent the basic core of science and technology activities, and play a crucial role in enhancing the ability of countries to achieve rapid and sustainable economy. The country's economy in order to compete with the economies of other countries, intensity of R&D avctivities must be sensible. Therefore regular performance measurement and evaluation of R & D activities should be performed. In this study, Turkey's relative standing among other EU countries is determined by using DEA, window analysis and Malmquist TFP by means of research and development expenditures, the number of R&D staff, the number of patent applications, the number of article and high-technology export. DEAP 2.1 and EMS 1.3package program were used for analysis. According to results, country position in the R&D efficiency is identified and suggestions are presented.
