Özet
Bu çalışmanın amacı; Türkiye'de KOBİ'lere verilen destekler ve İngiltere ile karşılaştırılması ve sonuç olarak, Türkiye'de KOBİ'lere sağlanan destekler konusunda öneriler oluşturmaktır. Çalışma, İngiltere'de KOBİ'lere sağlanan desteklerin incelenmesi ve Türkiye'deki KOBİ'lere sağlanan desteklerin karşılaştırılması ile sınırlandırılmıştır. Çalışma da tanımlayıcı ve açıklayıcı araştırma teknikleri kullanılmıştır. Bu tekniklere ek olarak ülkeler arası eğitim sistemlerinin karşılaştırılmasında kullanılan yatay yaklaşım modeli örnek olarak alınmış ve uygulanmıştır. İngiltere ve Türkiye'de KOBİ'lere sağlanan destekler arasındaki farklılıklar karşılaştırılırken yatay yaklaşım kullanılmıştır. Bu çalışmada verilerin toplanmasında belgesel tarama tekniği kullanılmıştır. Veri toplama sırasında Türkiye ve İngiltere'de KOBİ'lere sağlanan destekler hakkındaki, tez, makale, kitap, faaliyet raporları, stratejik planlar ve araştırma raporlarından yararlanılmıştır. İngiltere ve Türkiye'de KOBİ'lere verilen desteklerin benzerlik ve farklılıkları analiz edilerek karşılaştırılmıştır. Elde edilen veriler bir araya getirilerek çizelgeler oluşturulmuş ve karşılaştırmalar yapılmıştır. Çizelgeler yorumlanmış ve Türkiye'deki KOBİ destekleri göz önüne alınarak önerilerde bulunulmuştur. Çalışma sonucunda elde edilen bulgular doğrultusunda yorum ve öneriler yapılmış, Türkiye'de KOBİ'lere sağlanan desteklerle ilgili programlarda yeniden yapılandırmanın faydalı olacağı sonucuna varılmıştır. Özellikle KOBİ'lere destek sağlayan KOSGEB, TÜBİTAK ve KGF gibi kuruluşlarının yetki ve sorumluluklarının artırılması gerektiği sonucuna ulaşılmıştır.

The aim of this study; Suppport given to SME in Turkey and comparision with the UK and consequently, to create suggestions on support for SME İN Turkey. The study is restricted to examination of supports provided for SMEs in the UK and comparison of support provided to SME in Turkey. Descriptive and explanatory research techniques were used in the study. In addition these techniques, horizontal approach has been taken as instance and used model for comparison of education system between countries. Horizontal approach has been used when comparing differences between supports for SME in the UK and Turkey. In this study, documentary screening technique has been used for collection of datas. During collection of datas theses, articles, books, annual reports, strategic plans and research reports on the supports provided for SMEs in Turkey and the United Kingdom. Similarities and differences of supports provided for SME in the UK and Turkey have been analyzed and compared. Charts have been formed bringing together obtained datas and comparisons has been made. Charts have been interpreted and considering supports for SME in Turkey has been made recommendations. As a result of study, comments and suggestions have been made according to obtained findings, that result has been concluded restructuring would be useful in supports related programs for SME in Turkey. Especially, It has been concluded that must be increased the powers and responsibilities of organizations such as KOSGEB, TUBİTAK and KGF provides support to SME.
