Özet
ÖZET Bu çalışmada, kamu tarafından yaptırılmış olan okul projelerine ilişkin süre ve keşif farkını oluşturan bileşenlerin analizlerinden elde edilecek bulgularla daha gerçekçi maliyet tahmini yapılabilmesine yardımcı olunması amaçlanmaktadır. Birinci bölümde, inşaat sektörünün ekonomi içerisinde önemi vurgulanmış ve tezin kapsamı anlatılmıştır. İkinci bölümde, bina yapımında maliyet kontrolü incelenmiştir. Bu bölümde ilk olarak kontrol, proje bazında ele alınmış, temel kavramlar açıklanmış ve maliyet kontrolünün gerekliliğinden bahsedilmiştir. Daha sonra sözleşme sonrası maliyet kontrolünün önemi, Türkiye'de uygulanan maliyet kontrol sistemi ve keşif artışını etkileyen faktörler üzerinde durulmuştur. Üçüncü bölümde ise, diğer bölümlerin sentezi, verilerin istatistiksel çözümlemeleri ve elde edilen bulgular incelenerek değerlendirmeler yapılmış ve sonuçlar analiz edilmiştir.

SUMMARY A STUDY INTO THE PRICE DRIFT AND THE FACTORS INFLUENCING IT DURING THE CONSTRUCTION STAGE The construction industry is a sector of the economy which transforms various resources into constructed economic and social infrastructure and facilities. Since the very early years, cost of buildings and other structures is an important factor to be considered by anyone associated with a construction project. It is one of the trio of fundamental needs of the industry's clients. Also cost planning and control is one of the most important criteria for construction process. During these stages nothing is irrevocable, drawings can be redone, the scheme can be reduced in size. It is important, therefore, that the cost control process continues to the point of completion and hand-over of the project and this continuation is often termed 'post contract' cost control for obvious reasons. The client may stipulate the maximum initial cost expenditure, or provide a detailed brief to the design team who will then determine the cost. Decisions affecting the cost of a building project up to the tender stage are made largely by the client and on the advice of his professional consultant. After that stage the final project price depends mainly on factors outside the client's control. The price and the duration of a building project are two of the aspect of greatest concern to the client. Both are estimated by he client and agreed between client and contractor when the contract is signed, but during the course of the project there may be agreed changes to either or both. In this study, information on the project duration and on the price drift of a representative sample of education buildings is analyzed. The aim of this study is to analyze. the factors influencing the price drift and to show the way during the estimate stage in construction. VI
