Özet
Felsefe tarihinde olan ve olması gereken, betimleyici ve normatif olan, olgu ve değer arasındaki ilişki sorunu ahlak felsefesinin, hatta bir yanıyla bilim felsefesi ve mantığın araştırma konusu olarak ele alınmıştır. Olması gereken ve olan arasında ne türden bir ilişki vardır? Olması gerekene karar veren ya da yönlendiren nedir? Olandan olması gerekene bir geçiş mümkün müdür? Bu sorular felsefenin hem kadim hem de yeni tartışmalarında farklı şekillerde ifade edilirler. Bu tez çalışmasının amacı ise sözü edilen türden soruların, aynı zamanda en yalın halleriyle siyaset felsefesinin de soruları olduğunu göstermektir. Bunlar, insanların ortak ilkelere nasıl vardıklarını da içeren bir sorunun farklı uzantıları olarak görülebilirler. Bu bağlamda değerli olanın nasıl tanımlandığı, ahlâk felsefesi ve siyaset kavrayışı arasında nasıl bir bağ olduğu sorusunu da içermektedir. Ayrıca bu tartışmanın bir devamı niteliği taşıyan değer sorununun da siyaset felsefesi için önemine dikkat çekilecektir. Özellikle maddi değer sorunu, siyaset felsefesi bağlamında, olan-olması gereken tartışması gibi oldukça önemli olan ama yeterince üzerinde durulmamış bir konudur.

In the history of philosophy the is-ought dillema, the relationship between descriptive and normative and the contradiction between facts and values generally regarded as the problems of moral philosophy, philosophy of science and logic. what can we say about the relationship between“is”and“ought”? Who decides what ought to be? Is it possible to switch to“ought”from“is”? These questions can be found in both ancient and modern philosophical discussions in various forms. This dissertation tries to justify the fact that aferomentioned questions are also the questions of political philosophy. These questions can be considered in relation with the question of“how the valuable defined”and also with the linkage of moral philosophy and politics. This dissertation also tries to examine the problem of value, matter value specifically, in consideration of political philosophy.
