Özet
Ekonomik faaliyetlerin zaman içerisinde gelişmesi, toplumsal ihtiyaçların artmasıyla birlikte, devletin ekonomik ve sosyal hayata müdahalesi kaçınılmaz olmuştur. Sosyal devlet anlayışının gelişmesi ile kamusal amaç ve hedeflerin artması beraberinde ülkelerin kalkınma çabaları kıt olan kaynakların en verimli biçimde kullanmasını zorunlu hale getirmiş, özel sektörün payına düşen görevi başarı ile yerine getirebilmesi için hükümetler bir takım tedbirler almak durumunda kalmıştır. Ekonomik ve sosyal problemlerin çözümünde kullanılan önemli kamusal müdahale araçlarından biri olan“Devlet Yardımları”, özellikle sosyal devlet anlayışının gelişmesi ile çok önemli sosyal sorumluluklar da üstlenmiştir. Bu anlamda teşvik uygulamaları, ekonomik istikrar ve büyüme gibi ekonomik amaçlar yanında bölgesel dengesizliklerin giderilmesi, işsizlik, göç, çevre vb. gibi bazı sosyal sorunların çözümünü de hedeflemektedir. Bu amaçla tezde öncelikle turizm kavramı ve gelişim süreci açıklanmış, ülkemizde uygulanan teşvik türleri, genel ve özel nitelikli teşvikler üzerinde durulmuş, daha sonra devlet teşviklerinin muhasebeleştirilmesi ve devlet yardımlarının açıklanması standardı ayrıntılı olarak ele alınarak, teşviklerin TMS 20' e göre muhasebeleştirilmesi örneklerle gösterilmiş, Mardin ilinde uygulanan turizm teşvikleri incelenmiştir.

With the development of economic activities over time and the increasing social needs, state intervention in economic and social life has become inevitable. Development in the understanding of social state, increase of the public goals and objectives brought the development efforts of the countries the necessity to use scarce resources in the most efficient manner so that governments were forced to take variety of measures to fulfill the duties of the success of the private sector.“Government grants”, which is one of the most important public intervention tools used in solving economic and social problems, especially took over social responsibilities with the development of the understanding of social state. In this sense, grant applications aim to solve not only economic objectives such as economic stability and growth but also some social problems such as elimination of regional imbalances, unemployment, migration, environment etc. For this purpose, in thesis, tourism concept and its development process are primarily explained, types of grants applied in our country, general and private grants are mentioned, then, accounting for government grants and disclosure of government assistance standard is discussed in detail and accounting for grants according to TAS 20 is illustrated by examples, tourism grants applied in Mardin province is researched.
