Özet
Türkiye Cumhuriyeti'nde var olan kamu yönetimi yaklaşımlarını ve kurumları daha iyi anlayabilmek ve geliştirilebilmek için, Osmanlı Devleti'nin on dokuzuncu yüzyılda yaşadığı modernleşme sürecini iyi tahlil etmek gerekir. Bu modernleşme süreci devlet yönetiminin her alanında gerçekleşmiştir. Kurumlar sadece kendileri değişmekle kalmamış, diğer kurumların değişimlerini de etkilemişlerdir. Bu bağlamda bu çalışmanın konusu, Osmanlı Devleti taşra idaresindeki dönüşümün nasıl gerçekleştiği ve bu dönüşümden valilik kurumunun nasıl etkilendiğidir. Kurum olarak valiliğin seçilmesinin nedeni, taşra idaresi denilince zihinlerde canlanan ilk figürün vali figürü olması ve meydana gelen bir değişimden en çok onun uygulayıcısının etkileneceğinin düşünülmesidir. İnceleme bölgesi olarak Hudâvendigâr Eyâleti'nin seçilmesinin nedeni ise, eyaletin başkente coğrafi yakınlığı sebebiyle merkezin daha kolay kontrol edebildiği bir yer olmasıdır. Tanzîmât öncesi ve sonrasına ait kurumsal yapıların karşılaştırılmasına imkân tanıyacak verilere sahip olması da bir diğer etkendir. Çalışma bu konu çerçevesinde üç bölüme ayrılmıştır. Birinci bölümde kuruluştan II.Meşrutiyet'e kadar Osmanlı Devleti'nde taşra idaresinin seyri incelenmiştir. Bu bölümde ikincil kaynaklardan yararlanılarak genel bir bilgilendirme yapılmıştır. İkinci bölümde taşra idaresindeki bu dönüşümün valilik kurumu üzerindeki etkileri, döneme ait resmi belgelerde yer alan kanun ve nizamnameler rehberliğinde ortaya konulmuştur. Üçüncü ve son bölümde ise; Hudâvendigâr Eyâleti/Vilâyeti özelinde teorinin pratiğe nasıl yansıdığı analiz edilmiştir. Bu bölümde tarihsel araştırma yöntemi uygulanmış, başta Başbakanlık Osmanlı Arşivi'nden edinilen belgeler olmak üzere, döneme ait belgeler, gazeteler ve anılardan faydalanılmıştır. Bu çerçevede, modernleşme sürecinde taşra idaresinde meydana gelen değişikliklerin valilik kurumunu doğrudan etkilediği ve bu etkinin Hudâvendigâr Eyâleti'nde net bir şekilde gözlenebildiği sonucuna ulaşılmıştır.

It is required to analyze the modernization process of Ottoman Empire in the nineteenth century in order to understand better and improve the public administration practices and institutions in Turkish Republic. That modernization process occured at all stages of the Ottoman Empire. Not only the institutions themselves changed, but also they affected the changes of other institutions. In this context, the topic of this study is how the transition in the Ottoman Provincial Administration occured and how the governorship institution was affected by this transition. The reason of choosing the governorship as the institution is that the governor is the first figure coming to the mind about the provincial administration and it is thought that the administrator is affected most from the change occured. And the reason of choosing Hudâvendigâr Province as the field of study is that it could be controlled easily by the Head Office, as it is geographically very close to the capital city. An other factor is that it has some datas which enables to compare the institutional structures that belong to the before and after the the Tanzîmât. In this context, the study has been separated into three parts. In the first part, the process of the Ottoman Provincial Administration from the foundation to the Meşrutiyet II. has been searched. In this part, a general briefing has been made by utilizing from the secondary sources. In the second part, the affects of the transition in the provincial administration onto the governorship institution has been stated with the laws and regulations took place in the official documents of that period. In the third and the last part; it has been analyzed, specifically in the Hudâvendigâr Province, how the theory has been reflected to the practice. In this part, the method of historical research has been applied and the Prime Ministry Ottoman Archive documents, newspapers and memoirs that belong to this term have been utilized. As a result it is understood that, in the process of modernization the changes that occured in the provincial administration directly affected the governorship institution and this affect is clearly observed in the Hudâvendigâr Province.
