Özet
Bilim ve teknolojideki hızlı gelişmeler, toplumsal ihtiyaçları karşılamak üzere kurulmuş bulunan kamu yönetiminin merkezi ve yerel düzeydeki örgütlenmesinde ve işlevlerinde sürekli bir değişimi zorunlu kılmaktadır. Gelişmiş ülkelerde spor hizmetlerinin halka ulaştırılması kamu hizmeti olarak yürütülmektedir. Kuşkusuz devletin yerine getirmek zorunda olduğu eğitim, sağlık, güvenlik vb. görevler sürekli değişim içerisinde olmuş ve olmaya devam etmektedir. Birçok örgütte olduğu gibi spor örgütlerinde de kendini gösteren bu değişim, ülkelerin benimsemiş oldukları siyasi ve ekonomik sistemlere bağlı olarak gerçekleşebildiği gibi çağın getirdiği yeni ihtiyaçlara paralel olarak da şekillenmektedir. Doğal olarak modern dünyanın ekonomik ve sosyal değişmeleri spor örgütü ve organizasyonları da bir çok yönden etkilenmektedir. Bu etkilenme ve değişim spor yönetimi ve ilgili kanunlarda değişiklikler şeklinde kendini göstermektedir. Bu araştırmada da 3289 sayılı Kanun ve sonrasında kabul edilen değişikliklerin spor federasyonlarına ne şekilde yansıdığını belirlemek amacıyla yapılmıştır. Bu araştırmanın verileri anket yöntemiyle elde edilmiş ve likert modeli tutum ölçeği kulanılarak yapılmıştır. Çalışmanın evrenini, Spor Genel Müdürlüğü ve Bağımsız Spor Federasyonlarında çalışan personel oluşturmaktadır. Anketler katılımcılara elden verilmiş ve doldurulmasını takiben elden alınmıştır. Anket, Spor Federasyonlarının Bağımsız olma süreçleri ve bu sürecin öncesi ve sonrasında idari ve ekonomik yönden değişimleri ortaya koymaya yönelik toplam 23 sorudan oluşmaktadır. Elde edilen verilere göre katılımcıların büyük bir çoğunluğunun, Spor Federasyonlarının bağımsız olmasının, yönetimsel olarak işlerin hızlanmasını, sportif hizmet ve faaliyetlerin etkin olcağını, verimliliği arttıracağı konusunda, katılımcıların büyük bir oranda görüş birliğine sahip olması önemli bulgular olmuştur. Araştırmanın bulguları, SPSS 13.0 istatistik programı ile analiz edilmiştir. Araştırmaya katılanların kişisel bilgileri frekans ve yüzde olarak tespit edilmiştir. Ankette yer alan sorulara ilişkin görüşlerin değerlendirmesi ise yaş, eğitim düzeyi ve hizmet yılı değişkenine göre ikiden fazla grubun ölçümlerinin karşılaştırılmasında kullanılan nonparametrik test yöntemlerinden Kruskal Wallis Analizi yöntemi kullanılmıştır. Elde edilen sonuçlara göre, Spor Federasyonlarının bağımsız olması, mali yönden gelir elde etmenin sponsorlar aracılığı ile kolaylaştığı, gereksiz bürokrasiden ve kırtasiyecilikten uzaklaştığı, spor aktivitelerinin yaygınlaştırılmasının daha kolay olacağı daha hızlı ve işlevsel bir yönetim anlayışını getireceği elde edilen önemli sonuçlardandır.

A continuous change in the rapid developments in science and technology was esttablished to meet the social needs of present public administration and operation of the central and local levels in the organization requires. The delivery of sports public services are carried out in developed countries as a public service. There is no doubt that you have to fulfill the state's education, health, security etc. tasks have been in constant change and continues to be. Many sports organizations as well as showing the change in the organization itself, such as the age of the country can take place depending on the political and economic system they have adopted are formed in parallel to the new requirements imposed. Naturally, the modern world's economic and social change organizations and sports organizations are also affected in many ways.This influence and change manifests itself in the form of sports management and changes in relevant laws. What was done to determine whether the reflection of this research the law no 3289 and subsequent amendments adopted by sports federations. This reserarch datas obtained by the survey was conducted using a Likert attitude scale models. In the work of the General Directorate of Sports and the Independent Federations constitutes staff. Surveys were filled out by hand and obtained subsequent to the given to the participants. Sports Federations to be independent of the survey process and before and after this proces is composed of 23 queations to reveal changes in administrrative economically. Participants according to the obtained data of the majority, sports federations acceleration of administrative as things to be independent of the effect would be of sports services and activities, to have a huge range of consensus of the participants in that increase efficiency has been an important findings. The data researchs analyzed with SPSS 13.0 statistical software. Personal information of the participants, and in order to assess their views on the question in the survey frequency and percentage analysis, the age of the respondents thought the questions for research, educational level and is changed according to the service in order to determine whether, Kruskal-Wallis Analysis of more than two groups used for comparison with the measured non-parametric data was performed. According to the obtained results, sports is independent of the federation was facilitated by the sponsors of obtaining revenue from the financial aspect, unnecessary bureaucracy and the move away from red tape, it would be easier dissemination of sporting activities, important among the resuts obtained will bring faster and functional management.
