Özet
ÖZET 1 Ocak 1994 tarihinde Avrupa Para Enstitüsü (APE)- Avrupa Merkez Bankası 'nm (AMB) habercisi- görevine başladı ve 1992-93 çalkantıları ile Avrupa Para Sistemi' nin (APS) neredeyse çökmesine rağmen, Avrupa'da Ekonomik ve Parasal Birlik (EPB) sürecinin ikinci Aşaması ilerlemekte. Bu çalışmanın amacı Avrupa parasal bütünleşme sürecini, ağırlıklı olarak da APS'ni, kökenlerini, amaçlarını, işleyiş mekanizmalarını, tarihsel gelişimini, günümüzdeki görünümünü ve geleceğini, 1979'larm başında kurulmasından bu yana elde edilen deneyimlerin ışığı altında incelemektir. Türkiye Avrupa Birliği 'ne (AB) tam üye olarak kabul edilmeden- hatta tam üyelik için bir tarih bile saptamından önce Birlik ile bir gümrük birliği oluşturacak olan ilk ve tek ülkedir. Bu açıdan, bu çalışma aynı zamanda Türkiye'nin sisteme ve sistemin çalışma mekanizmalarına olası katılımının bir değerlendirmesini yapmayı da amaçlamaktadır. ABSTRACT On January 1, 1994, the European Monetary Institute (EMI) the forerunner of the European Central Bank (ECB)- started operation, and Stage Two of Economic and Monetary Unification (EMU) in Europe is in progress, despite the upheavals of 1992-93 and the near collapse of the Exchange-Rate Mechanism (ERM) of the European Monetary System (EMS). The purpose of this study is to provide a survey of the process of European monetary integration, with particular focus on the EMS, its origins, purposes, functioning mechanisms, evolution, prospects, and its future, in the context of the experience gathered since its establishment in early 1979. Turkey is the first and only country that will form a customs union with the European Union (EU) before being accepted as a full member in the Union- or, even without a timetable being scheduled for full membership. In this regard, the study also aims at conducting an evaluation of Turkey's possible participation in the system and its operational mechanisms. The study was completed in February 1994 and reflects developments up to that time. IV
