Özet
Başkanlık Sistemi ve Türkiye'de Başkanlık Sistemi Tartışmaları Bu tezin konusu başkanlık sistemidir ve ağırlıklı olarak bu sistem ile sınırlıdır. Bu konu ve sınırlılık kapsamında, başkanlık sisteminin; ABD'nin kuruluş süreci ile örtüşen tarihsel gelişimi, tanımı, bileşenleri, kuvvetler ayrılığı ve federalizm gibi bağımsız değişkenlerle ilişkisi, olumlu ve olumsuz yanları incelenmiştir. Ayrıca, bu veriler ışığında, farklı ülkelerde farklı sonuçların ortaya çıkabileceği gerçeği, karşılaştırmalı bir uygulama analizi yapılarak, vurgulanmaya çalışılmıştır. Son olarak da, kararlı bir şekilde başkanlık sistemi savunuculuğu veya önyargılı bir biçimde başkanlık sistemi reddiyesi yapmaktan kaçınılarak, Türkiye'de, hâlihazırda, tartışılmakta olan bu sistemin savunulma ve reddedilme gerekçeleri -farklı bir bakış açısı oluşturmak amacıyla- sorgulanmıştır. Bu yapılmadan önce ise, Türkiye'nin 1876'dan günümüze tercih ettiği sistemler ve başkanlık sisteminin tartışıldığı dönemler resmedilmeye çalışılmıştır. Bu tezin cevap bulmaya çalıştığı temel soru şudur: Başkanlık sisteminin olmazsa olmaz unsurları nelerdir ve hangi değişkenlere bağlı olarak, bir sistem başkanlık sistemi veya başkancıl sistem şeklinde adlandırılmaktadır? Başkanlık sistemi Türkiye siyasal sistemine ne ölçüde uymaktadır? Bu konuda lehte ve aleyhte görüş beyan edenlerin iddiaları ne derece teknik/bilimsel nitelik taşımaktadır. Çalışmada bu hususun netleşmesi için çaba gösterilmiştir. Sistem tartışmaları bağlamında, sistemin iki partili başkanlık sistemi/çok partili başkanlık sistemi ve başkanlık sistemi/başkancıl sistem şeklinde ayrımlara tabi tutulmasının önemli olduğu sonucuna ulaşılmıştır. The Presidential System and Discussions Surrounding Presidential System in Turkey The fundamental subject of this thesis is presidential system and the thesis is predominantly limited to that system. Within the scope of this subject and limitation, the presidential system's; historical evolution which corresponds to the establishing process of the USA, description, components, relation with some independent variables such as separation of powers and federalism, positive and negative aspects are scrutinized. Furthermore, in the light of the data obtained from aforementioned explanation, the fact that in different countries different consequences may emerge, by performing a comparative implementation analysis, is tried to be emphasized. Eventually, by avoiding to advocate determinedly to presidential system or to refute the system with prejudices, the grounds of defenders and objecting of the system which is currently discussed in Turkey, have been questionized with the aim of generating a distinctive viewpoint. But, before such a questioning is made, the governing systems which have been applied from 1876 to nowadays and the terms on which the presidential system is discussed in Turkey, are endeavored to be portrayed. The main question which this thesis tries to answer is that: What are the sine qua non components of this system and what kind of variables are influential on denominating the system? How suitable, the presidential system for Turkish political system is? How technical and scientific the grounds of those, who deliver an opinion pro and con, are? It has been attempted to clarify this issue within the scope of this study. In the context of system discussions, some sort of bottom line is reached that it is important to subject the system to the distinctions between two party presidential system/multiparty presidential system and presidential system/formal presidential system.
