ABSTRACT The purpose of this thesis is to examine the contemporary issue of international environmental cooperation, in particular, the area of marine management and pollution control. The three case studies characteristic of international environmental cooperation regarding marine issues reviewed here are as follows: the continuing endeavors of the United Nations Convention on the Law of the Sea, the Baltic Sea Convention on the Protection of the Marine Environment (the Helsinki Convention) and the Mediterranean Action Plan (MAP). In order to better comprehend these examples of managing and regulating a marine environment, two distinct theoretical approaches are used. These two approaches are the epistemic communities approach and the neorealist approach to international environmental cooperation. No comprehensive theory of environmental cooperation has yet to be developed. Yet from these two approaches examined here, many important aspects of environmental politics are unearthed. From the neorealist approach, the issue of state security and survival proves to be an ever-present factor in the formulation of environmental policies. Yet, from an epistemic communities approach the concept of uncertainty as to environmental issues and the impact of certain policies on the environment also proves to be critical. Additionally, such concepts critical to environmental politics such as: reciprocity, enforcement mechanisms, and advancements in science and technology are examined here. By combining these crucial concepts, we are taken one step closer to embodying a complete theory of environmental politics.
