Özet
Türkiye'de bilim ve teknoloji politikaları üretimine yönelik anlayışın dar kapsamda ele alınarak söz konusu alanların sanayi sektörüne olan katkıları, ancak bir ürün üretebilmeleri ve bu ürünlerin dış pazarlarda rekabet edebilmeleri ile paralel olarak değerli görülmektedir. Bu durum ise Türkiye'nin özgün koşullarına yönelik politika üretilememesi sonucunu doğurmaktadır. Bu çalışmada Türkiye'ye özgün sosyo-ekonomik koşullara ve ihtiyaçlara yönelik BT politikaları oluşturulup, oluşturulmadığı; Küreselleşme, bilgi toplumu, yenilik gibi kavramsallaştırmalar politika üretiminde azgelişmiş ülkelere yarar sağlayıp, sağlamadığı ve BT politikaları üretiminde azgelişmiş ve gelişmiş ülkeler arasında hangi eşitsiz koşullar bulunduğu sorularına cevap aranmıştır. BT politikalarına dair yapılan çalışmalar daha çok teknolojinin iktisadi yönüne odaklanmaktadır. Bu çalışma, konunun iktisadi yönü dışındaki toplumsal boyuta dikkati çekme ve politika oluşum sürecini eleştirel bir yaklaşımla ele alma çabası sebebiyle önem taşımaktadır. Bu çalışmada temel olarak Kalkınma Planları, Bilim ve Teknoloji Yüksek Kurulu kararları ve TÜBİTAK Strateji Belgeleri incelenmiştir. Sonuç olarak ise, BT politikaları üretilmesine dair sorunlar azgelişmiş ve gelişmiş ülkeler arasındaki eşitsiz koşullar, tarıma yönelik araştırmaların küresel aktörlerin hareket alanına dönüştürülmesi, fikri mülkiyet haklarının yarattığı sınırlılıklar, kırsal politikaların temellendiği anlayış ve kavramlar, araştırma ve destekleme sorunları, özgün yapısal özellikleri açığa çıkaran araştırmaların yetersizliği ve uygun destekleme politikalarının yetersizliği başlıkları altında açıklanmıştır.

The understanding of producing science and technology policies is considered to be narrow, meaning that these policies are seen valuable in compatible with their contribution to industrial sector and their level of competitiveness in the foreign markets. This situation results in disability to produce policies compatible with the genuine conditions of Turkey. Whether science and technology policies are produced according to the genuine socio-economic conditions and needs; whether concepts like globalization, information society and innovation are beneficial to the underdeveloped countries and what unequal conditions between developed and underdeveloped countries occurs in the production of science and technology policies are the main questions that answered in this study. Most of the science and technology policy studies focus on the economic side of technology. This study aims to draw attention to the social dimensions of technology and to analyze the production of policies with a critical perspective. Development Plans, resolutions of Supreme Council of Science and Technology and strategic documents of TUBITAK are examined in this study. In conclusion, the unequal conditions between underdeveloped and developed countries regarding the production of science and technology policies, the transformation of the agricultural research to the playground of global actors, the restrictions that intellectual property rights created, the understandings and concepts that rural policies based on, the deficiency of the research that reveals the genuine structural features and the deficiency of appropriate support policies are listed as the main problems in production of policy.
