Özet
Bu araştırmanın amacı, ülkemizde ortaöğretim kurumlarında uygulanmakta olan biyoloji öğretim programının mesleki ve teknik liselerde görevli yönetici, öğretmen ve öğrenci görüşlerine göre değerlendirilip yeni bir taslak program ortaya koymaktır. Araştırma üç basamaktan oluşmaktadır. İlk basamak yönetici, öğretmen ve öğrencilerin uygulanmakta olan lise biyoloji öğretim programı hakkındaki görüşlerini doğrudan öğrenmeye yöneliktir. Bununla birlikte ortaya çıkan tablonun değerlendirilerek yeni bir programın tasarlanmasıdır. Betimlenen tablo doğrultusunda araştırmamızda yeni bir program önerisi yapılmıştır. Araştırmanın ikinci basamağı ise tasarlanacak olan yeni öğretim programının deneysel yöntem kullanılarak kontrollü ön test son test uygulamasıdır. Araştırmanın son basamağı ise hazırlanan önerilen taslak öğretim programının öğretmen görüşlerine göre değerlendirilmesidir. Araştırmanın evreni Milli Eğitim Bakanlığı'na bağlı Mesleki ve Teknik Liselerdir. Çalışma grubunda ise amaçlı örnekleme yöntemlerinden kolay ulaşılabilir örnekleme yöntemi benimsenmiştir. Ankara İlinin 9 Merkez İlçesinde yer alan 45 meslek lisesinde görev yapan 103 biyoloji öğretmeni, 622 öğrenci ve 56 yönetici (toplam 781) dir. Araştırmada biyoloji öğretim programının mesleki ve teknik lise öğrencilerinin seviyelerine uygunluğunu ortaya koymak için biyoloji programı ile ilgili yönetici, öğretmen ve öğrenci görüşleri alınmıştır. Görüşler doğrultusunda yazılan taslak öğretim programının fotosentez konusu, öğrencilerin düzeylerine uygunluğunu bulmak için yarı-deneysel desen kapsamına giren“Ön Test- Son Test –Kontrol Gruplu Yarı Deneysel Desen”ile uygulanmıştır. Bu amaçla 80. Yıl Endüstri Meslek Lisesi'nde başarıları birbirine yakın 10 Anadolu Teknik ve 10 Tekniklerde deneysel bir çalışma yapılmıştır. Her iki sınıfa da ön test olarak 'Fotosentez Başarı Testi' uygulanmış, daha sonra ön test- son test-kalıcılık testi karşılaştırılması yapılmıştır. Son olarak da hazırlanan yeni öğretim programı öğretmenlerin görüşleri doğrultusunda değerlendirilmiştir. Sonuçta; Yöneticilerle yapılan görüşme sonunda; meslek ve teknik lisesi yöneticilerin mevcut biyoloji öğretim programından haberdar olmadıkları ortaya çıkmıştır. Görüşmelerden elde edilen veriler doğrultusunda mevcut fen programlarının meslek lisesi öğrencilerin seviyelerine uygun olmadığı, deney ve etkinlikler için okulların alt yapısılarının müsait olmadığı ve mevcut biyoloji öğretim programının YGS ve LYS sınavlarına katkısının az olduğu sonucuna ulaşılmıştır. Öğretmenlere uygulanan anketin sonucuna göre; biyoloji öğretim programının meslek lisesi öğrencilerinin seviyesinin üzerinde olduğu, öğrencilerin ilgisini çekmediği, içeriğin öğrencinin bir sorunu çözebilmek için analitik düşünebilmesine imkan tanımadığı, yine programın içeriğinin motivasyonu artırmadığı arkadaşlarıyla paylaşımda bulunma ve arkadaşına yardımcı olma gibi duyuşsal özellikleri de kazandırmadığı tespit edilmiştir. Uygulanan anket ve görüşme formlarından elde edilen verilerden yola çıkılarak hazırlanan mesleki ve teknik liselere özgü biyoloji öğretim programı; deneysel olarak uygulanarak öğretmen görüşleri alınmıştır. Sonuçta yeni programla başarının daha yüksek olduğu, öğrencilerin derse daha istekli geldikleri ve derse daha iyi motive olabildikleri görülmüştür.

The purpose of this research is to suggest a new draft proposal by evaluating the current biology curriculum that is implemented in our country and in our high schools according to manager's, teacher's and student's opinion. This reaserch is composed of three steps. The first step is made for directly learning the opinions of the manager, teacher and the students about the high school biology curriculum (which is still carried out). In addition to this; it is made for devising a new curriculum while evaluating the situation. In accordance with this chart a new curriculum proposal has been made in our research. The second step of the research is; the implemention of pre-test, post-test on this new designed curriculum where the quasi experimental method will be used. The last step of the research is; the evaluation of this new biology cirruculum in accordance with the opinions of the teachers. The field of this research is voccational high schools and engineering high schools which are depended on ministry of education. In this study group; easy attinable sampling method has been adapted from multi purpose sampling method. In this reasearch; 103 biology teachers (who works in different schools in Ankara and its districts) 622 students, 56 managers took part (Totally 781). In this research; managers', teachers' and students' different opinions are both the line. For indicating that; biology curruculum is suitable for the vocational high and engineering students in view of their levels. The photosynthesis topic which was prepared according to the new biology cirruculum was carried out with the method of pre-test, post-test and quasi experimental method. For this implemention, tenth grade students in two clases with similar academic levels took part. And the name of this school was 80. Yıl Ortaköy vocational high school. In both of these two classes photosynthesis achievement test was carried out as pre-test, post-test permanence test and their comparison was realised. Lastly; the new prepared curriculum was assessed. Consequently, after the nagotiation with directors, it became evident that these schools' directors are not aware of the current biology cirruculum. In accordance with the data that is gained by negotiations, it was arrived this conclusion that these current science programs are not suitable fort he vocational high school students. The physical conditions of the school is not enough for experiments and facilities and the current biology cirruculum has made a little contrubution to the YGS and LYS exams. According to the surveys that was carried out to the teachers; it was stated that biology curriculum level is high above the vocational high school students. This curriculum does not arouse students interests. The contents dos not provide any opportunity for thinking analytically to solve a problem more over; the content of the curriculum does not increase the motivation, it does not help the student for sharing the information among each other. According to the revealed data, survey and nagotiations; this biology curriculum that was prepared for vocational and engineering high schools was carried out as an experimental program and teachers opinions were considered. Consequently it was determined that; the success was increased and the students had been more motivated had been more eager to the lessons.
