Özet
İşsizlik, dünya ölçeğinde, temel sosyo-ekonomik sorunların başında gelmektedir. Bu nedenle, sürekli üzerinde çalışmalar yapılmakta, elimine edilebilmesi için çeşitli politikalar üretilmektedir. Bu problem, Türkiye ekonomisinde, özellikle yapısal dönüşüm sürecinin yaşandığı otuz yıldan beri kendini iyice hissettirmektedir. Son küresel krizlerde, güçlü bir mali yapıya sahip olması ve bu anlamda krizin en az hissedildiği ülkelerden biri olmasına rağmen, işsizlik oranı, Türkiye?de yüksek seviyelerde kalmaya devam etmiştir. Ülkede,24 Ocak 1980 kararları ile ihracata dayalı sanayileşme ve serbest piyasa ekonomisine geçişle, ekonomide yapısal bir dönüşüm başlamış, tarım, sanayi, hizmetler sektörlerinin GSMH içerisindeki payı ve buna bağlı olarak istihdam yapısı, işgücünün ve işsizliğin niteliği değişmeye başlamıştır. Bu gerçekten yola çıkarak Türkiye ekonomisinde işsizliğin evrimi, yani 1980?li yıllardan günümüze kadar geçirmiş olduğu yapısal değişim süreci ve bu süreçte dinamiklerinin belirlenmesi gerekliliği doğmuştur. Bu çalışmanın amacı, Türkiye?de 1980-2012 dönemine ilişkin olarak işsizliğe neden olan temel dinamikleri incelemek ve işsizlik üzerindeki etkilerini belirlemektir. Çalışmanın ilk bölümünde, iktisadi yaklaşımlar ve bu anlamda iktisatçıların özgün fikirleri üzerinde durularak, yapısal özelliklerine ilişkin temel kavramlar belirtilmiş, kavramsal ve kuramsal çerçeve ele alınmıştır. İkinci bölümde, Türkiye?de işgücü piyasası, işsizliğin mevcut durumu ve özellikleri ortaya konularak, yapısal karakterini hangi dinamiklerin ne ölçüde belirlediği VAR analizini içeren ekonometrik çalışma ile saptanmaya çalışılmıştır. Yapılan analiz sonucunda, Türkiye?deki işsizliğin en fazla dışa açıklık değişkeni tarafından belirlendiği, bunu önem sırasına göre, asgari ücretler ve sendikalaşmanın izlediği ortaya konulmuştur. Ayrıca, nüfusun yanısıra gayrisafi yurtiçi hâsılanın işsizliği etkilemediği belirlenmiştir. Dolayısıyla, istihdam yaratmayan büyümenin Türkiye ekonomisi için söz konusu olduğu sonucuna ulaşılmıştır.

Unemployment leads the basic socio-economical problems across the world. For this reason, studies have been made on it, various policies have been produced to be able to eliminate it. This problem, in the economy of Turkey, makes its presence thoroughly felt especially since 30 years in which structural transformation process has been experienced. In the last global crisis, even though it has a strong financial structure and in this context being one of the country in which the crisis has been felt least, unemployment rate continued to stay in the highest levels. In the country, by the decisions of January 24th, 1980, with export-based industry and transition to the free market economy, a structural transition started in the economy, share of the agriculture, industry, service sectors in the Gross Domestic Product and the employment structure depending on this, the nature of the labor force and unemployment started to change. Based on this reality, the need of evolution of the unemployment in the Turkish economy, i.e. structural transformation process it experienced from 1980s until today and determination of the dynamics in this period arisen. The purpose of this study is to examine the basic dynamics that caused unemployment related to the 1980-2012 period in Turkey and to determine its impacts on the unemployment. In the first section of the study, by emphasizing on the economical approaches and in this context, specific ideas of the economists, basic concepts related to their structural features were specified, conceptual and theoretic frame were considered in detail. In the second section, by revealing the labor market, present situation of the unemployment and its characteristic in Turkey, by econometrical study including VAR analysis, it was tried to determine which dynamics determined the structural characteristic of it and in what scale. As a result of the analysis made, it was revealed that the unemployment in Turkey was determined at most by the openness variable, and according to the order of importance followed by minimum wages and syndication. In addition, it was determined that, along with the population, gross domestic product does not affect the unemployment. Consequently, we came to the conclusion that the growth that does not create employment is in question for the economy of Turkey
