Özet
Bölgelerarası gelişmişlik farklılıkları, yalnızca gelişmekte olan ülkelerin değil gelişmiş ülkelerin de karşı karşıya kaldıkları bir sorundur. Hükümetlerin merkezden yönlendirilen bölgesel kalkınma politikaları, bölgelerarası gelişmişlik farklarını azaltmadığı gibi beraberinde ciddi kaynak israfını da getirmiştir. Bu durum da ülkeleri bölgesel kalkınma konusunda yeni bir bakış açısına yöneltmiştir. Geçmişte tavandan tabana doğru uygulanan, teşvik ve devlet müdahalesi ile desteklenen bölgesel kalkınma anlayışı yerini tabandan tavana doğru filizlenen bir anlayışa bırakmıştır. Bu anlayışın uygulayıcı aktörü olarak da Bölgesel Kalkınma Ajansları karşımıza çıkmaktadır.Türkiye, Bölgesel Kalkınma Ajansları ile Avrupa birliğine uyum sürecinde tanışmıştır. Kuruluş süreci ise 2006 yılında iki pilot ajansın kurulmasıyla başlamış 2009'un sonunda toplamda 26 ajansın kurulmasıyla tamamlanmıştır. Türkiye'de aktif halde bulunan Bölgesel Kalkınma Ajanslarının verdiği mali ve teknik desteklerin incelenmesi ile bölge planları itibariyle uygunluğunun değerlendirilmesi amacıyla hazırlanan bu çalışmada; ajansların kuruluşu, yapısı, özellikleri, verdikleri destekler ile yürütülen destek programları üzerinde durulmaktadır.Türkiye'deki ajanslar, ilk iş olarak hizmet verdikleri bölgeler için bölge planı hazırlamaktadırlar. Bu planlarda bölgenin sosyal ve ekonomik yapıları incelenerek gelişme eksenleri ve stratejik amaçlar belirlenmektedir. Daha sonra ajanslar bunları temel alarak çalışmalarını sürdürmekte ve uygun projelere destek vererek bölge potansiyelini harekete geçirmektedirler. Bu yüzden Bölgesel Kalkınma Ajansları ve destek programları bölgesel kalkınmada pozitif bir etkiye sahiptir. Bu pozitif etki zamanla daha fazla gözle görülür hale gelecektir.

Inter-regional differences in terms of development are not only the problem of the developing countries but also they are the problem of the developed countries. Regional development policies of the governments which are directed from the center do not reduce the differences of development among the regions but on the contrary, they generate a serious waste of the resources. So, this situation has oriented the countries to a new point of view upon regional development. The regional development understanding which is implemented from bottom to top has superseded the one which was implemented from top to bottom in the past and which was supported with incentive and the government intervention. The implementing institutions of this understanding are The Regional Development Agencies.Turkey has met with Regional Development Agencies during the EU harmonization process. Founding process started with the foundation of 2 pilot agencies in 2006 and was completed with the foundation of totally 26 agencies at the end of 2009. In this work which has been prepared with the aim of evaluation of the feasibility of the financial and technical support given by the Development Agencies, which are active in Turkey, in consideration of the region plans; founding and form of the agencies and support programmes which are enforced by the given support of the agencies are emphasized. Agencies in Turkey, firstly prepare a region plan for the regions they work for. In these plans, development axis of the region and the strategic goals are set by analyzing the social and economic structure of the regions. Subsequently, agencies sustain their work by basing upon these and arouse the region?s potential by supporting suitable projects. Therefore, Regional Development Agencies and support programmes have got a positive impact on regional development. This positive impact will burst more with time.
