vu ABSTRACT Systematic and thorough exploration of past, present and potential land use provides a firm foundation for determining the future agrarian structures. This forms a frame of reference for identifying opportunities when addressing the demands for a continued contribution of agriculture to the economy as a whole and the well being of the rural population in particular. Land use policy, that is based on the technical boundaries of production in which changes in agricultural policy can be effected, must emphasis efficient and sustainable use of natural resources and is of decisive importance in long-term agricultural development planning. There is an apparent need for active government policies in allocating and delineating land for different land uses, stressing land use practices that maintain and improve the cost effective and sustainable production capacity of land resources. In the two countries studied, Türkiye and the Netherlands, the development, management and use of land resources for agriculture have been conditioned since ancient times by a complex of political, economic and socio economic factors, prevailing at given times. Land use and land tenure is shown to be greatly affected by internal and external pressures. Government policy support to agriculture were geared towards increasing agricultural production, guaranteeing food self-sufficiency with stable markets, and assuring both a fair living standard for the agricultural producers and reasonable prices for the consumers. Costly and sometimes conflicting support instruments were applied, ranging from intervention in market and price mechanisms and import and export controls of food, to subsidizing structural land improvements, input support and encouraging technological innovations through research, extension and education. This resulted at a later date in imbalances of markets, demanding even higher levels of support. With a move towards liberalization of the economy in the two countries, a process of drastic changes in the use of land will take place. Land development is considered the backbone of structural improvement towards cost effective and sustainable production in meeting competitive market demands. Land capability and productivity determine the boundaries in which agricultural policy can be affected. Processes of change rarely appear to be ordered but have a rationality of their own, which can only be fully understood and be carefully guided by those whose profound interest and solid knowledge are involved at the time of change.
