Özet

Hükümetler, ülke ekonomisine çeşitli araçlarla müdahale etmektedirler. Bütçe de bu araçlardan biridir. Bütçe günümüzde, ülkeden ülkeye değişmekle birlikte belli bir dönemde devlet tarafından yapılması planlanan harcamaları ve gelirleri gösteren bir belgedir. Gelişen kamu maliyesinde bütçe devletin mali planı olmasının yanında ekonomik, sosyal, siyasi belge özelliği de taşımaktadır.Bu vasıfları ile büyük önem taşıyan bütçenin hazırlanması, uygulanması ve denetlenmesi kapsamında çeşitli sistemler geliştirilmiştir. Fakat bütçenin devlet yönetimindeki etkisi ve fonksiyonlarından ötürü bu alandaki reformlar hız kesmemiştir.Bu çalışmanın amacı, bütçe alanında yaşanan gelişmelere paralel olarak ülkemizde 1968'den itibaren benimsenen bütçeleme sistemleri ve daha kapsamlı bir şekilde 2000'li yılların başında kamu mali yönetimi alanında yaşanan reform hareketleri çerçevesinde stratejik yönetim ve performans esaslı bütçeleme anlayışının incelenmesidir.

Governments intervene in a countrys economy by means of various tools. Budget is one of these tools. Varying from country to country today, budget is a document that demonstrates the income and the expenditures that are planned by the state for a certain period. In the context of the developments in public finance, budget is also an economic, social, and political document in addition to being the financial plan of the state.Various systems have been developed in the scope of the preparation, execution and audit of the budget, which is of paramount importance thanks to its abovementioned qualities. However, the reforms in this field have not lost their speed due to the budgets impact on the administration of the state as well the budgets functions.The aim of this study is to examine the budgeting systems adopted in our country parallel to the developments in the field of budget; and more extensively, the understanding of strategic management and performance-based budgeting in the framework of the reform movements experienced in public financial management in the beginning of the 2000?s.
