Özet
Günümüzde Türkiye internet ekonomisi hızla büyümektedir. Türkiye?nin hızla büyüyen ekonomisinin içinde hizmet sektörünün etkisi de gittikçe artmaktadır. Türkiye İstatistik Kurumu (TÜİK) nun yaptığı araştırmaya göre Türkiye?deki işletmeler interneti giderek daha çok benimsemektedirler. TÜİK rakamlarına göre ondan fazla çalışanı olan işletmelerin internet erişimi 2005 yılında yüzde 80 düzeylerindeyken bu oran 2011 yılında yüzde 92?ye yükselmiştir. Bunun yanında internetin getirdiği teknolojik imkanlar bilgisayar başından alışveriş yapılabilmesine imkan sağlamış ve son yıllarda büyük bir gelişim gösteren e-ticaret kavramı sayesinde işletmeler internet sitelerini sadece birer reklam aracı olarak görmekten vazgeçmişler ve daha iyi hizmet verebilecek şekilde geliştirmeye başlamışlardır. İnternet sitelerini barındırmak için gereken altyapı maliyetlerinin yüksek olması ise işletmeleri barındırma (hosting) hizmeti ile ilgili olarak profesyonel firmalarla çalışmaya zorlamaktadır. Uygun web hosting hizmet sağlayıcısı firma seçiminde, nicel ve nitel, finansal özellikler içeren ve içermeyen birçok ana ve alt kriterlerin etkileri göz önünde bulundurulacağından çok kriterli karar verme (ÇKKV) araçlarından birinin kullanılmasının uygun olacağı değerlendirilmiştir. Web hosting konusunda yapılan araştırmalar sonucu müşteri desteği, web hosting firmasının itibarı, web hosting paket içeriği, maliyet, sunucu özellikleri ve firmanın web sitesi olmak üzere altı ana kriter belirlendi. Bu kriterlere bağlı alt kriter sayısı ise yirmidokuz tanedir. Tez çalışması kapsamında, belirlenen kriterlere dayalı olarak dört alternatif Türk web hosting servis sağlayıcı firma beş karar verici tarafından bulanık grup karar vermeden faydalanarak Choquet bulanık integrali ile değerlendirilmiştir. Ayrıca, önerilen modelin kriter ağırlıklarındaki değişikliklere olan duyarlılığını görmek amacıyla duyarlılık analizi yapılmıştır. Kurulan ÇKKV modelinde, karar vericilere hangi hosting firmaları ile hangi şartlarda çalışması gerektiği hakkında fikir verilmektedir. Böylece yapılan çalışmanın daha çok web hosting hizmet sağlayacısı firmalar için değerlendirme modeli özelliği taşımasıyla web sektöründe faaliyet gösterecek kurumsal şirket yöneticilerine yol gösteren bir kaynak olması hedeflenmiştir.

Nowadays, Turkey is growing rapidly in the internet economy. The effect of the rapidly growing economy of Turkey in the service sector are increasing as well. According to the research of Turkey Statistical Institute (TUIK) the business enterprises in Turkey are begining to take up the internet seriously. According to the figures, internet access of companies which employs more than ten employee has raised to 92 percent from 80 percent between the years 2005-2011. In addition, technological improvements brought by the internet itself provides customers shopping possible by using their computers and by the concept of e-trading businesses that made a big improvement in recent years, business enterprises have begun to consider their internet sites not only as a advertising tool and so started to improve them to serve better. The high costs of infrastructure needed to host a website compels the businesses enterprises to work with with professional web hosting service providers. It is determined that the necessity of using one of the multi-criteria decision making (MCDM) tools considering the effect of quantitative and qualitative and also financial and unfinancial properties of many major and minor criteria for choosing the appropriate web hosting service provider selection. Firstly, selection criteria are chosen based on the researches about web hosting topic. Six main criteria -which are customer support, reputation of the web hosting company, hosting package features, cost, server features and web site of the hosting company- are chosen to decide most effective web hosting service provider. Also, subcriteria are chosen for these main criteria. Four subcriteria are defined for customer support criteria. These are; e-mail support, 24/7 live support, customer relationship management and private customer representative. Five subcriteria which are references, awards and certificates, domain count, customer churn rate and establishment year, are defined for reputation of the web hosting company criteria. Web site wizard and control panel, IP (dedicated or shared), backup utility, unlimited package features, MySql database limit and cost free extras are the subcriteria of hosting package features. Also four subcriteria which are hosting package cost, extra costs, payment options and special offers and charge refund duration are defined for cost. Uptime, data transfer rate, server storage, bandwith, processor technology and security essentials are the subcriteria for server features. Finally four subcriteria are chosen for web site criteria. These are; web links, design, contact details and comparative statement of hosting packages. Secondly, trapezoidal fuzzy numbers and degrees of linguistic values of criteria are defined to decision making process. After that, linguistic individual importance of criteria and linguistic evaluation degree of all sub and main criteria for all alternatives are chosen by decision maker (DM). Also, tolerance zone are defined for all main and sub criteria according to the DM evaluation degrees. Then the averages of all degrees are calculated by using three diffrent aggregation operators which are arithmetic mean, quadratic mean and median operator. Then, performance and degree of importance values are normalized for two different alpha values by using choquet integral for all three of the aggregation operators. Fuzzy measures are calculated with using normalized performance and degree of importance values. After that, performance of all sub and main criteria are calculated for all alternatives with using fuzzy measures. Finally, general service quality of all alternatives are calculated with using main criteria?s performance values. It is calculated with using same method of calculating criteria?s performance value. To get the final performance result, performance values are defuzzified. After defuzzified calculation, most effective is chosen, which has the highest defuzzified value of this calculation for general performance values. As a result, four alternative Turkish web hosting service provider companies are evaluated based on determined criteria as an illustrative example by five decision makers taking advantage of fuzzy group decision making by using the fuzzy Choquet integral in this thesis. And also general performance values are calculated for three diffrent types of aggregation operators to compare and consider the effects to the result. In addition sensitivity analysis is used to see how sensitive the proposed model is to changes in the weights of criteria. In the established MCDM model the decision makers are informed about in which circumstances they should work with which companies. It is aimed to be a written source for web hosting service provider evaluation and intended to guide the managers of the business enterprises that will get active in the web industry.
