Özet
Toplum sözleşmesi düşüncesi 17.yy'dan bu yana Batı Avrupa'nın yönetim paradigmasının temel belirleyenlerinden biri olmuştur. Bu çalışma Thomas Hobbes, John Locke ve Jean-Jacques Rousseau'nun toplum sözleşmesi modellerinde, devletin kuruluşu ve siyasal topluma geçiş sürecini incelemektedir. Kuşkusuz devletin kuruluşu ve siyasal topluma geçiş safhası modern devletin egemenlik ve siyasal iktidar kavrayışı açısından belirleyici bir öneme sahiptir. Çalışmada bu süreç, girişte belirtilen izleklerle bağlantılı olmak üzere, iki aşamada incelenmiştir: 1. İnsan Doğası ve Doğa durumu, 2. Hobbes, Locke ve Rousseau'da Devletin Doğuşu.

The idea of social contract has been one of the determining causes of Europe's governance paradigma since seventeenth century. This work is an analysis of the establishment of government and the transition process to political society, discussed at the models of social contract proposed by Thomas Hobbes, John Locke and Jean- Jacques Rousseau. The establishment of government and the transition process to political society has definitely a fundamental and distinctive importance regarding the government's comprehension on sovereignty, administration and political power. In this work, the process described above is analysed in two segments: 1- Human Nature And The State Of Nature, and 2- The Origin and Establishment of Government in Hobbes, Locke and Rousseau.
