Özet
Çalışmada, Meşrutiyet dönemi öncesi ve sonrası Osmanlı Devleti'nin sosyal, ekonomik, kültürel ve siyasi yapısına sistemli bir şekilde değinilerek, yaşanan önemli gelişmeler ele alınarak incelenmiştir. Bu gelişmelerin Osmanlı Devleti içindeki oluşum süreçleri, nedenleri ve sonuçları üzerinde de durulmuştur. Yaşanan bu gelişmeler Osmanlı Devleti'nin son dönemlerinde meydana geldiği için ve bu dönemde Osmanlının kendi içinde yaşadığı çalkantılı dönem itibari ile dış devletlerin etkisi sonucunda anayasal gelişmeler meydana gelmiştir. Bu gelişmeler Osmanlı'nın sorunlarına çözüm olacak yerde sorunları daha da artırıcı bir etkide bulunmasından dolayı üretilen çözüm reçeteleri ile ortaya atılan fikir akımları incelenmiştir. Hızla gerileyen ve yeni dünya düzenine ayak uyduramayan Osmanlı Devleti yönünü Batıya çevirmiştir. Bu değişim beraberinde bir takım akımların ortaya atılmasına sebep olmuştur. Bu akımlar: Osmanlıcılık, İslamcılık, Batıcılık Türkçülük ve Milliyetçilik akımlarıdır.Bu akımlar içerisinde Batıcılık akımı Osmanlının son dönemlerinden günümüze kadar tartışıla gelmiştir. Batılılaşma, medenileşme gibi konuların gündemden hiç düşmemesi, çalışmamızın önemli bir bölümünü oluşturduğu için bu akım savunucularından; Abdullah Cevdet, Celal Nuri, Ziya Gökalp, Prens Sabahattin ve Said Halim Paşa gibi düşünürlerin batı medeniyeti hakkındaki görüşleri ele alınarak incelenmiştir.Yukarıda sözü geçen düşünürler incelenmeden önce aydın kavramı geniş bir şekilde ele alınmış, Batı ve Osmanlıdaki oluşumları, gelişimleri ve yaşadıkları değişmeler sistemli bir şekilde incelenmiştir.

In this thesis, The Constitutional Period is analysed by touching systematicly upon social, economic, cultural and political construction of Ottoman Empire and upon important developments in both before and after the said period. The processus of these developments, their reasons and conclusions are underlined. These developments were occured in very last periods of the Empire and in this period constitutional developments had occured as a result of its unsettled times and of the effects of the outern powers. In lieu of being a result of the problems of the Empire, these developments brought new problems. That?s why we had analysed the receipts of solutions and doctrines. The Ottoman Empire who quickly regressed and who couldn?t adjust the new world?s device, turned its face to the west. By this change, new doctrines has borned which are Ottomanism, Islamism, Westernism, Turkism and Nationalism.Among these movements, Westernism is debated from the last periods of Ottoman Empire till today. Subjects such as Westernism and being Civilised had always orders of the day; that?s the main subject of our thesis with its defenders who are Abdullah Cevdet, Celal Nuri, Ziya Gökalp, Prens Sabahattin and Said Halim Paşa. We observed the main ideas of these defenders about west civilisations.Before observing the ideas of these thinkers, the concept of ?intellectuel? had deeply analysed, its formation, improvement and other changements both in The Ottoman Empire and in west, were systematicly studied.
