Özet
Bu araştırmanın amacı, İlköğretim Fen ve Teknoloji ile Sosyal Bilgiler dersi öğretmenlerinin ilköğretim programının ölçme ve değerlendirme boyutunda yer alan performans değerlendirmeye yönelik görüşlerini, karşılaştıkları sorunları ve çözüm önerilerini belirleyebilmektir. Bu çalışma tarama modelinde bir araştırmadır. Var olan durumu betimlediği için betimsel araştırma yöntemleri kullanılmıştır. Çalışma grubunu Zonguldak ili Karadeniz Ereğli ilçesi ve çevresindeki ilçelerde bulunan ilköğretim okullarında görev yapan 137 Fen ve Teknoloji ile Sosyal Bilgiler dersi öğretmeni oluşturmuştur. Araştırmanın veri toplama işlemi için performans değerlendirmeye yönelik öğretmen görüşlerini belirleme anketi geliştirilmiştir. Ayrıca öğretmenlerin performans değerlendirmeyle ilgili sorunlarını ve çözüm önerilerini belirlemek için öğretmenlerle görüşme yapılarak açık uçlu sorular yöneltilmiş ve alınan cevaplar içerik analizi yöntemi kullanılarak analiz edilmiştir.Elde edilen bulgulara göre öğretmenler performans değerlendirme yöntemlerinin uygulanması konusunda pek çok sorunla karşılaşmaktadır. Bu sorunların bazıları, öğretmenlerin yöntem ve teknikler hakkında fazla bilgi sahibi olmamaları, bu yöntemleri uygulamak için programlarda öngörülen sürenin yeterli olmaması, performans değerlendirme etkinliklerinin masraflı, zaman alıcı ve zor olması, öğrencilerin performans değerlendirme çalışmalarının amacından sapması, Milli Eğitim Müdürlükleri tarafından yeteri kadar hizmet içi eğitim yapılmamasıdır.Bu sorunlara yönelik öğretmenlerin geliştirdiği çözüm önerilerinden bazıları ise; Milli Eğitim Müdürlükleri tarafından performans değerlendirme ile ilgili eğitici seminerlere yer verilmesi, öğrencilerin performans değerlendirme etkinliklerine isteyerek katılımlarının artırılması için seviyelerine uygun, ilgi çekici yöntemlerin kullanılmasıdır.

The aim of this study is to determine the views, problems and solution suggestions of teachers and social science teachers about performance evaluation which is a part of testing and evaluation in elementary education. This study is a survey research. Descriptive research methods will be used as it describes an existing situation. The study group consists of 137 secondary school teachers who work in the secondary schools of Karadeniz Ereğli and its neighbour cities. The teachers are divided into two groups as science and technology teachers and social sciences teachers. The performance evaluation questionnaire is prepared for the data collection of the study. In order to determine the teachers?problems about performance evaluation and their solution suggestions to these problems, open-ended questions were asked to the teachers through one on one interview. Their answers are analyzed by using content analysis method SPSS 15.0 programme is used in the analysis of the questionnaire data.According to the findings, teachers confront many problems in the application of performance evaluation methods. In summary, these problems are that the teachers do not have adequate information about the methods and techniques, the estimated time is not enough for teachers to apply these methods, the performance evaluation activities are expensive, difficult and time-consuming, the students deviate from the aim of the performance evaluation activities and that national education units do not offer adequate in-service training semainars.Some of the solution suggestions by the teachers to these problems are that national education units serve informative seminars about performance evaluation, the schools use different methods which are interesting and appropriate for the levels of the students in order to increase the students?joining in the performance evaluation activities.
